All prisons and jails have Security or Custody levels depending on the inmate’s classification, sentence, and criminal history. Please review the rules and regulations for State - minimum facility.

With a capacity of 48 residents, this minimum security/pre-release institution offers a comprehensive array of programs and services aimed at rehabilitation and successful reintegration into society.
The facility's Classification Committee plays a pivotal role in orienting new prisoners to the facility and its various programs. This committee ensures the safety and well-being of each resident while analyzing input to determine their initial security status and any necessary changes. Additionally, a dedicated caseworker assists prisoners and their families in recommending treatment programs within the community, facilitating therapeutic and rehabilitative efforts.
In terms of medical care, the facility's Medical Department is staffed by a Registered Nurse (RN) for 12 hours a day, with visiting doctors, physician assistants (PAs), licensed practical nurses (LPNs), and dental and optical staff available as needed, ensuring residents receive essential healthcare services.
The educational program at DCF offers residents the opportunity to pursue a high school diploma or GED, with the NovaNET program allowing them to enhance their skills in grades 6 through 12. Furthermore, the vocational programs, led by degreed instructors, provide training in upholstery, welding, and building trades, equipping residents with valuable skills for employment upon release. Additionally, an Industries program has been implemented for the manufacture of denim jeans for the wider Department of Corrections prisoner population.
As part of the community restitution program, residents provide assistance to state agencies, local municipalities, and non-profit organizations in maintaining their facilities. The firefighting crew, in particular, plays a vital role in supporting the State of Maine Forestry Department, earning acclaim for their efforts in combating wildfires across the state.
The treatment program at DCF focuses on psychological treatment, with counselors offering substance abuse education, relapse prevention, individual substance counseling, and crisis intervention groups. Downeast CF maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.
If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.
IF you are an approved visitor, to schedule a visit, call the facility at 207-255-1104 between Monday-Thursday, from 10:00 am to 1:00 pm.
Visits are Saturday 1:00 pm to 2:30 pm or Sunday 1:00 p.m. to 2:30 p.m. and 7:00 pm to 8:30 pm.
Walk-in visits are not permitted.
Only visitors who are on the resident's approved visiting list will be permitted to visit. Any person wishing to visit who has not previously been an approved visitor must submit a Visitor Application. Residents will be notified if their potential visitors are approved or denied visitation.
