Located at 1500 Caberfae Hwy in Manistee, MI, ECF carefully assigns inmates based on their custody level, considering factors like criminal history. ECF offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. The OCF, established in 1992, is dedicated to housing male inmates aged 18 and older. Situated in a complex of eleven main buildings spanning approximately 262,673 square feet, the facility maintains a capacity for 1,108 prisoners across various security levels.

In terms of housing, seven main buildings cater to prisoner residency, including one segregation unit, one protective housing unit, and five general population units. Of these, two units are classified as Level II, three as Level IV, and two Level IV units operate as an Alternative to Segregation (START Program) for inmates diagnosed with serious mental illnesses. These START units aim to provide a secure alternative to administrative segregation while facilitating positive adjustment and reintegration into traditional general population settings.

Mental health services at Oaks Correctional are comprehensive, with a combination of MDOC staff and psychiatric services provided by a private contractor. The facility's Mental Health Services team manages prisoners with serious mental illnesses, offering case management, medication services, and specialized programming, including Solution-Focused, Cognitive Behavioral Therapy (CBT), and Dialectical Behavior Therapy (DBT).

Academic and vocational programs at OCF are facilitated by a dedicated team, offering Adult Basic Education, General Education Development (GED) completion, digital and financial literacy classes, vocational counseling, and career readiness services. Reentry programming focuses on violence prevention, cognitive restructuring, and substance abuse education.

Leisure activities include athletics, religious services, and access to legal and general library services. Additionally, the facility partners with Leader Dogs for the Blind to train dogs for their program, providing inmates with opportunities for specialized training and contributing to broader societal needs.

Security measures at the Oaks Correctional Facility are stringent, featuring a buffer fence, double chain link fences, razor-ribbon wire, electronic detection systems, armed patrol vehicles, and gun towers, ensuring the safety and security of staff and inmates within the perimeter.
