Missouri has four county jails holding ICE detainees. Ste. Genevieve County is the primary facility, 1 hour from St. Louis. Kansas City International Airport is a major deportation flight hub. Three ICE bond posting offices in MO. Updated June 2026.

This guide is for people detained by ICE in Missouri and for their families. Missouri has no dedicated ICE detention center. ICE contracts with county jails to hold detainees; four county jails in Missouri hold ICE detainees, with Ste. Genevieve County Detention Center listed as the primary facility on ICE's website. Ste. Genevieve County jail is located approximately one hour southeast of St. Louis and holds detainees from across Missouri and southern Illinois. Missouri falls under the ICE Chicago Field Office, with the Kansas City detained unit handling Missouri cases. Three ICE bond posting locations exist in Missouri: Kansas City, Strafford (Springfield area), and St. Louis. Kansas City International Airport (KCI) is a major deportation flight hub - 130 ICE departures in 2025 alone and 33 more in the first quarter of 2026. A proposed 7,500-bed ICE detention warehouse in south Kansas City was resisted by the Kansas City City Council, which passed a five-year moratorium on non-city-run detention facilities in January 2026. ICE still operates in Missouri. A congressional oversight visit to Ste. Genevieve in May 2026 found overcrowded cells and detainees struggling to access resources. Ste. Genevieve County Detention Center is the only Missouri ICE detention facility listed on ICE's public website. It is located in the small river city of Ste. Genevieve, approximately one hour southeast of St. Louis along the Mississippi River. The facility has a capacity of approximately 300-450 detainees; the county does not publicly disclose how many ICE detainees it holds. The rate paid by ICE was reported at approximately $85 per detainee per night in neighboring Phelps County. Ste. Genevieve County holds detainees from counties across Missouri including St. Louis, and from southern Illinois. Approximately 90% of the ICE detainee population at Ste. Genevieve is Hispanic or Latino.

A May 2026 congressional oversight visit by US Reps. Wesley Bell (D-MO) and Nikki Budzinski (D-IL) as members of the House Oversight Committee found that detainees reported overcrowded cells and difficulty accessing resources. Community organization Abide in Love provides direct support including pen pals, calling cards, and legal referrals to Ste. Genevieve ICE detainees.

Visiting: Sunday 12:00-4:00 PM; 30 minutes per visit, first come first served. Arrive at least 35 minutes early for processing. All visitors subject to search. No electronic devices permitted in secure areas. Non-contact visits. A pre-visit registration form must be completed.

Rolla is in central Missouri, approximately 100 miles southwest of St. Louis. Phelps County reported an ICE rate of $85 per detainee per night. The organization Abide in Love in Rolla was the original chapter supporting ICE detainees at this facility before expanding to Ste. Genevieve.

KCI Airport - Deportation Flight Hub

Kansas City International Airport (KCI) is a significant hub for ICE deportation flights. ICE Flight Monitor tracked 130 ICE Air departures from KCI during 2025 and 33 more in the first three months of 2026. Destinations include the US-Mexico border and deportation destinations internationally. If a family member appears to have been placed on a deportation flight from Missouri, contact an immigration attorney immediately. Last-minute habeas corpus filings have removed individuals from deportation flights. Time is the critical factor.

Step 4: Bond - How to Get Someone Released

Bond allows a detained person to be released from ICE custody while their immigration case proceeds. Missouri falls under the ICE Chicago Field Office. The Kansas City Immigration Court handles many Missouri cases. Having an attorney at the bond hearing is essential.

Note: Missouri is covered by the Eighth Circuit Court of Appeals, which also upheld the Trump administration's mandatory detention policy in March 2026. This means bond hearings may be difficult to obtain for many Missouri ICE detainees. Contact an attorney to evaluate individual eligibility.

Step 6: Missouri Enforcement Context and Your Rights

Kansas City's resistance to new detention facilities:

Kansas City has been an active site of ICE expansion planning. In late January 2026, ICE officials toured a nearly one-million-square-foot warehouse in south Kansas City and reportedly negotiated for a 7,500-bed detention facility. In response, the Kansas City City Council passed a five-year moratorium on non-city-run detention facilities. County Legislator Manny Abarca was initially told he would be trespassed when he arrived to observe the ICE tour of the warehouse. Missouri Rep. Mark Alford (R) has actively lobbied to land an ICE detention facility in his district - reflecting the state's politically divided posture on immigration enforcement.

KCI deportation flights - if time is critical:

With 130+ ICE Air departures from KCI in 2025, Kansas City Airport is a significant deportation logistics hub. If a family member in ICE custody in Missouri is about to be placed on a deportation flight, contact an immigration attorney immediately for emergency habeas corpus or other stay-of-removal filings. Abide in Love - community support at the jail:

When detainees first arrive at Ste. Genevieve County jail, they often go five or six days without being able to reach their families. Community organization Abide in Love found the facility had zero Spanish-language reading materials when they started, despite 90% of the ICE detainee population being Hispanic or Latino. They now supply calling cards, pen pals, Spanish materials, and legal referrals. Contact through STLPR or the Phelps County chapter.

Do not sign anything without an attorney:

People detained in Missouri who have accepted 'voluntary departure' have reportedly done so under coercion, threats, or due to prolonged detention conditions. Contact an attorney immediately. Say: 'I will not sign anything without speaking with a lawyer first.'
