MCF-Togo accommodates up to 90 adult male participants in the Challenge Incarceration Program (CIP), which began its operations in 2015. Originally established in 1955 as "Thistledew Camp" for youth, it transitioned to housing minimum-security adults in 2015.

CIP-Togo focuses on non-violent individuals eligible for early release, offering a six-month intensive program comprising education, critical thinking skills development, chemical dependency programming, physical exercise, restorative justice work crews, and MINNCOR Industries firewood bundling for state parks. Phases 2 and 3 involve supervised release phases typically lasting six months and served in the community.

Key facility work and programming initiatives encompass MINNCOR Industries firewood bundling for state parks, substance use disorder treatment for up to 90 participants, adult basic education, GED programs, and community work crews.
