INTRO

If your loved one is approaching release from a Montana state prison, the state runs a network of eight prerelease centers - the Montana term for halfway houses - in seven cities across the state. These are six-month, work-release programs where residents live at the center but leave daily to work in the community, returning on a pre-approved schedule. A wide range of treatment and programming addresses court-ordered requirements and identified risks and needs.

Montana's Department of Corrections contracts with five nonprofit organizations to operate seven of the eight centers. The eighth - the Flathead Valley Reentry Center in Kalispell - is owned and operated by DOC itself, making it the only state-run prerelease facility in Montana. It serves the northwest corner of the state (Flathead, Lake, Lincoln, and Sanders Counties) and opened after years of effort including a 2024 lawsuit by the DOC against Flathead County after a zoning denial.

Flathead County accounts for 14.4% of Montana State Prison's population, but the region had no prerelease facility, sending northwest Montana offenders to centers far from their home communities. The Montana Legislature appropriated $7.1 million in 2023, and after the Flathead County Board of Adjustments denied a conditional-use permit in October 2024, DOC filed a federal lawsuit challenging the decision. The center is now operational and owned by DOC - the only facility in the state not contracted out to a nonprofit. PASSAGES - BILLINGS WOMEN'S FACILITY

Passages at 1001 South 27th Street, Billings - operated by Alternatives, Inc. (altinc.net) - is a multi-function women's community corrections facility. It includes a pre-release/reentry unit for women completing their sentences, an inpatient Alcohol and Drug Treatment unit (ADT), a DUI program (PARC), and an Assessment, Sanction and Revocation Center (ASRC) for acute mental health stabilization. GALLATIN COUNTY REENTRY PROGRAM - LOCATION NOTE

Despite the name, the Gallatin County Reentry Program's physical address is 1100 Conley Lake Road, Deer Lodge - in Powell County, not Gallatin County. The program operates under a cooperative agreement between MDOC, Gallatin County, and CCCS (Community, Counseling, and Correctional Services, Inc.) to house Gallatin County-area offenders at the Deer Lodge facility.
