The inmates housed at Bertie CI located at 218 Cooper Hill Rd in Windsor, NC are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
Bertie Correctional Institution is located in Windsor North Carolina. Bertie CI is comprised of two facility units housing close and medium custody inmates. The close custody unit is a 1,000 single-cell unit. The medium custody unit is a 504-bed open dormitory.
The facility opened in August 2006 becoming the fifth of six 1,000-bed facilities to be opened before 2008. The prison employs correctional officers, registered nurses, nurse extenders, mental health providers, dental, and administrative staff. Maintenance is provided contractually with K & K Corrections. Bertie Correctional Institution is comprised of four units including a segregation unit, which can house up to 142 offenders. Inmates are assigned a unit based on their programming, security needs, and work assignment. Green unit is where general population inmates are housed who are currently participating in jobs or programs at the prison. Blue unit houses general population inmates who have medical issues. The red unit houses segregation inmates and general population inmates, and Gray unit houses inmates who require maximum control procedures, as they are a high risk to the staff and other inmates.
Bertie Correctional Institution opened in August 2006. The facility employs correctional officers, registered nurses, physicians, dentists, mental health providers, maintenance, case managers, program and administrative staff. Community volunteers assist the facility with religious and transitional opportunities for inmates. Education and vocational classes are provided by Martin Community College and East Carolina University. Case managers provide programs such as the inmate service club, AA, NA, CBI, in-cell studies, anger management, breaking the cycle, domestic violence, fatherhood parenting, etc. The facility reduced restrictive housing cells from 269 beds to 128 beds in 2016.
The facility is operated under the unit management system and is separated into four units in the close custody unit, and is separated into two units in the medium custody unit. Close custody units are the Gray Unit, Red Unit, Blue Unit and Green Unit. The Gray Unit houses those inmates assigned to restrictive housing. The Red, Blue and Green units house inmates assigned to regular and general population. The Blue Unit also houses inmates assigned to Regular Population Modified Housing. Medium custody regular population units are Tan 1 and Tan 2.

The Division of Adult Correction and Juvenile Justice will resume limited visitation at all state prisons effective Oct. 1, 2020 with significant restrictions due to the pandemic. Visitation was suspended in all state prisons on March 16, 2020, with the exception of legal and pastoral visits, to help prevent the potential spread of coronavirus (COVID-19).
The health and safety of employees and offenders in our care are the top priorities of the Department of Public Safety. For information on coronavirus and how to protect yourself, please go the NC Department of Health and Human Services website.
Visitation is offered on various days throughout the week except Sundays. Visitation hours are established based on facility operations status. Normally, morning and afternoon hours are available on various days except Sundays from 9 - 11 a.m. and 1:30 - 3:30 p.m. Days and hours available for inmate visitation is based on the status of the inmate and program assignment. A valid photo identification card must be presented by anyone 16 years or older before the visit will be authorized. All visitors must be approved prior to the visit. Questions and requests to visit should be directed to the visitation office at (252) 794-8634. Requests to visit should be made at least 24 hours before in advance. All visitors should arrive at least 15 minutes prior to the scheduled visit due to search procedures.
