Located at 2001 Lee Ave in Bismarck, ND, BTC carefully assigns inmates based on their custody level, considering factors like criminal history. BTC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

BTC is a community-based correctional program aiding eligible, non-violent offenders in their return to society, focusing on essential skills like employment and housing. It offers a range of treatment services to reduce re-offense rates post-release.

In 2002, Community Counseling and Correctional Services Inc. (CCCS) partnered with the North Dakota Department of Corrections and Rehabilitation to establish BTC. Renovated by private investors and leased to CCCS, BTC is North Dakota's only ACA-accredited correctional facility. Program objectives include:

  • Assigning each resident a primary counselor for tailored treatment plans.
  • Providing a minimum of 8 hours of weekly group therapy and 1 hour of individual counseling.
  • Offering ongoing cognitive restructuring classes from their time at North Dakota State Prison (NDSP).
  • Hosting weekly self-support group meetings and a balanced array of programming to address diverse resident needs.
  • Allowing residents to practice their chosen spirituality and religion.
  • Offering aftercare services for those needing low-intensity support.
  • Ensuring residents receive at least 2 hours of daily recreation.
  • Encouraging family involvement through weekly visitation.
  • Providing opportunities for full-time employment and referrals.

BTC's correctional programming and treatment services are regularly evaluated through a quality assurance process involving feedback from residents, administration, and program staff.

Inmate Locator

BTC maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.

If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.
