New Jersey has six ICE detention facilities including Delaney Hall (Newark, 1,196 capacity) and Elizabeth CDF. This guide covers all facilities, bond posting, legal resources, and detainee rights. Updated June 2026.

New Jersey's ICE detention network serves the entire New York metropolitan area and has two primary contract facilities plus four county jails. The largest is Delaney Hall in Newark, reopened in May 2025 as the first new ICE detention facility opened under the second Trump administration, with a capacity of 1,000 to 1,196 beds. It is described by ICE as the largest facility of its type on the East Coast. New Jersey's ICE detention falls under two ERO field offices: the Newark Field Office (primary, covering New Jersey) and the New York City Field Office (which has historical case jurisdiction over some NJ facilities). Bond for all New Jersey facilities is posted at one in-person location: the Newark ERO at 970 Broad Street. ICE detention is civil, not criminal. Bond Posting in New Jersey - One Location

Bond for all New Jersey ICE detainees is posted at a single ERO location. Bond cannot be posted at any New Jersey detention facility directly. Payment must be by money order, cashier's check, or certified check payable to 'U.S. Department of Homeland Security.' Bond posting hours: Monday through Friday, 9:00 AM to 3:00 PM. Call ahead to confirm.

Delaney Hall Detention Facility - Newark (Essex County)

Delaney Hall in Newark (Essex County) is the largest ICE detention facility on the East Coast and the first new detention facility opened under the second Trump administration, reopening in May 2025 under a $1 billion, 15-year GEO Group contract. Located in an industrial area of Newark near Newark Liberty International Airport, adjacent to a natural gas plant, a sewage treatment facility, and other industrial uses. In April 2026, 591 prisoners were held at the facility, of whom 76 had criminal convictions and 123 faced criminal charges - approximately 66 percent had no criminal history at all. The facility has been the site of significant controversy: in May 2026, approximately 300 detainees launched a coordinated hunger and labor strike over alleged conditions. Advocates have alleged spoiled food with foreign matter, inadequate medical care, and retaliation against strike leaders including transfers and ending family visitation. DHS has denied the conditions allegations. New Jersey State, the city of Newark, and the NJ Governor have all pursued or sought inspections; New Jersey filed a lawsuit against GEO Group in June 2026 seeking state health department access after being denied full inspection.
