INTRO
New York's Department of Corrections and Community Supervision (DOCCS) operates the third-largest state prison system in the country - approximately 34,000 people across 44 facilities ranging from Clinton Correctional Facility in Dannemora (near the Canadian border) to Downstate Correctional Facility in Fishkill. DOCCS's statewide visiting framework is governed by Directive #4403 and the regulations at 7 NYCRR Part 201.
Effective July 22, 2025, DOCCS implemented a new visitor security screening requirement that has changed the fundamental terms of visiting at every state facility: all visitors must pass through a body image scanner to gain entry to the full-contact visitation program. Declining the body scan is permitted - but it changes the nature of your visit entirely.
This is the most significant visitor security policy change in New York in years and is unique among all 50 states in this directory. No other state has a published, operational opt-out/non-contact consequence structure tied specifically to body image scanning.
New York uses commercial bail bonds - bail_banned = false.
THE BODY IMAGE SCANNER - EFFECTIVE JULY 22, 2025
All visitors to DOCCS facilities are required to pass through a body image scanner to gain entry and access to the full-contact visitation program.
IF YOU DECLINE THE BODY SCAN:
You will be processed through a metal detector and/or hand wand instead. If you clear that alternative search, you will be admitted - but only for a non-contact visit on that day.
Non-contact visit conditions when body scan is declined:
- Maximum of 2 visitors
- Maximum duration of 2 hours
- No physical embrace at the beginning or end of the visit
- Physical partitions prevent any physical contact between you and the incarcerated person
- No cross visiting (visiting with another incarcerated person's visitors)
- This non-contact limitation applies only to that single day - you can do a full-contact visit the next time if you submit to the scan
IF YOU REFUSE BOTH THE BODY SCAN AND THE ALTERNATIVE SEARCH:
You will not be permitted to enter the facility that day.
LEGAL VISITS:
Attorneys and persons conducting legal visits are NOT required to undergo a body scan. They have full-contact visit access without scanning.
VISITORS UNDER 18:
Minor visitors will NOT be scanned by the body image scanner.
MEDICAL EXEMPTIONS (effective July 22, 2025):
Visitors with medical conditions that may be impacted by a body image scanner - including pregnancy - may request a medical exemption. As of July 22, 2025, exemption requests must be submitted in advance to Central Office Health Services.
How to request a medical exemption:

3. Include: visitor's full name, address, date of birth, incarcerated person's name and DIN, visitor number from the Visitor Processing System (VPS)
4. Medical documentation must: describe the condition that would be impacted by the scan, state whether the limitation is temporary or lifelong, be signed by your health care provider with the provider's printed name and contact information
Processing: Central Office medical staff reviews and approves. Approved exemptions are logged and forwarded to facilities by Friday of the week approved. Exemptions apply to all DOCCS facilities for the relevant time frame.
Critical: individuals who have not submitted a request in advance and do not have an exemption confirmation on file will either comply with the body scan OR be directed to non-contact visitation. There is no day-of exemption process.
WHO CAN VISIT - BROAD STANDARD
New York is one of the most open states in the directory for visitor eligibility. DOCCS's published standard: with little exception, anyone can visit as long as they arrive during visiting hours, have proper ID, and the incarcerated person agrees to the visit.
SPECIAL PERMISSION REQUIRED for:
- Persons currently under community supervision or probation
- DOCCS employees
- Active DOCCS volunteers
- Current contract employees
- Persons with pending or past criminal proceedings
If any of these apply, write to the Superintendent in advance requesting permission. Parolees and probationers also need written approval from their Probation or Parole Officer in addition to the Superintendent's approval.
DOCCS Superintendents may deny, limit, suspend, or revoke visiting privileges for any incarcerated person or visitor when they have reasonable cause to believe it's necessary for safety, security, and order. No approval is permanent - the Superintendent retains ongoing discretion.
VISITOR APPROVAL PROCESS
The incarcerated person must place you on their approved visiting list. Contact the incarcerated person first - they initiate the process.
All visitors must sign a statement indicating they have been advised of and agree to abide by visitation rules and regulations before their first visit.
Background: DOCCS runs background checks. Prior felony convictions, active warrants, or recent release from custody can result in denial depending on the Superintendent's review. There is no categorical blanket prohibition - each case is reviewed individually.
Indefinite suspension: many categories of serious visitor misconduct can result in an indefinite suspension of visiting privileges - no predetermined end date. A visitor under indefinite suspension may request annual review by the Superintendent.
VISITING SCHEDULE - DIN ODD/EVEN SYSTEM
Visiting days and times vary by facility and security level.
General rules:
- Maximum security facilities: visiting every day of the year
- Medium security facilities: visiting on weekends and holidays
- Work release facilities: visiting for restriction unit incarcerated individuals only
- Shock Incarceration: visiting every other weekend
- Special Housing Units (SHU) and Residential Rehabilitation Units (RRUs): one visit per week maximum (excluding approved legal visits)
DIN ODD/EVEN SCHEDULING (many facilities):
Many DOCCS facilities schedule visiting based on the last digit of the incarcerated individual's DIN (Department Identification Number):
- DINs ending in odd numbers: visits on odd-numbered calendar dates
- DINs ending in even numbers: visits on even-numbered calendar dates
This is the same system Maryland uses statewide. At DOCCS it applies at facilities with capacity management needs. Check the incarcerated person's DIN last digit before planning a trip.
LAST NAME SCHEDULING: some facilities rotate visiting days by the first letter of the incarcerated person's last name rather than DIN digit - check the specific facility's current schedule.
Sample schedule (Auburn CF): 9:00 AM to 3:10 PM; latest arrival 2:00 PM; minimum 3-hour visit guaranteed unless early arrival or early termination.
Always verify the specific facility's current schedule at doccs.ny.gov/find-facility or by calling the facility directly before traveling.
THE 50-MILE DISTANCE PROTECTION
When visiting rooms become overcrowded, DOCCS has a documented priority system for who gets asked to leave first:
Visitors who have traveled MORE than 50 miles are the last group terminated in an overcrowding situation.
At facilities like Collins CF: visitors who have traveled 50 miles or less will be asked to leave first when space is needed. Visitors who have traveled 50+ miles are protected until last.
At Auburn CF: local visitors (those residing within 60 miles) will be required to terminate first when overcrowding requires it.
The specific mileage threshold varies by facility (50 miles at some, 60 at others) but the principle is consistent: long-distance visitors are protected from early termination. For families making the 4-5 hour drive from New York City to facilities in Clinton County, this protection matters.
Visits where the visitor has been present for a minimum of 3 hours are also in the last group to be asked to leave (first in, last out after 3 hours).
VENDOR PACKAGE PROGRAM - NO MORE IN-PERSON PACKAGES
DOCCS has eliminated in-person package delivery. Packages and articles for incarcerated individuals will only be accepted directly from approved vendors via USPS, FedEx, or UPS. Families and friends may no longer bring packages to the facility during visits or mail packages directly to the facility.

FAMILY REUNION PROGRAM
New York operates one of the most extensive conjugal/extended family visit programs in the country - the Family Reunion Program (FRP). This is unique in the directory. Most states eliminated conjugal visits decades ago. New York maintains it.
FRP allows eligible incarcerated individuals to spend extended private time with approved family members in apartment-style units on facility grounds. Eligibility is based on the incarcerated person's program status, disciplinary record, and time served. Family members must be approved FRP visitors.

DRESS CODE - DOCCS STANDARD (doccs.ny.gov/dress-code)
New York's dress code is modesty-based with specific metal detector guidance. No specific color prohibition is published (no blue/orange/gray equivalent).
Prohibited:
- See-through (sheer) clothing, bare midriffs or backs
- Plunging necklines, short shorts, athletic shorts, low tops, backless tops or dresses
- Shorts or skirts shorter than mid-thigh
- Bathing suits
- Clothing displaying obscene, offensive, derogatory language or drawings or promoting illegal activity
Metal detector practical guidance (published on DOCCS dress code page):
- Bras that set off the metal detector must be removed and/or the individual will be searched by an officer
- Hair pins may trigger the detector - you will be asked to remove them
- Some head wraps may need to be removed
- Jewelry may trigger the detector - remove and carry through, put back on after
- Zippers, metal studs, and decorations can trigger the detector - you may be asked to use the restroom to change into alternate clothing provided by DOCCS
Recommendation from DOCCS: wear simple clothing so you can become accustomed to the procedures.
Change of clothes: bring one. If your clothing triggers the detector and you cannot clear it, DOCCS may provide alternate clothing - but having your own backup is faster.
ID REQUIREMENTS
All adult visitors: valid, current (unexpired) photo ID required at every visit. Your photograph will be taken for the Visitor Processing System (VPS) upon first visit.
Acceptable IDs: driver's license with photo, DMV non-driver photo ID, government-issued photo ID, Armed Services ID with photo, employment identification with photo.
Same ID recommendation: DOCCS recommends using the same ID at every visit for faster processing.
For minor children only: birth or baptismal certificates accepted.
Attorneys: government-issued employee photo ID or Unified Court System attorney secure pass identification.
MINOR VISITOR RULES
Children of incarcerated individuals: may visit without written permission. The incarcerated person's name should appear on the child's birth certificate as verification of relationship. No visit if a court order prohibiting the visit is on file.
Children of incarcerated individuals age 16+: admitted without adult escort.
Other minors under 18: must be escorted by an approved adult visitor OR an adult in an official capacity. The adult escort is responsible for the minor's behavior and identification.
Unmarried minors not accompanied by parent or guardian: must have written permission from parent or guardian (mailed to facility in advance or presented by the accompanying adult at time of visit).
Married persons under 18 related to the incarcerated person: no parental permission or adult escort required - but proof of age and marriage required.
Body scanner: minors will NOT be scanned by the body image scanner.
DOCCS facilities generally have specialized children's areas with videos and games. Toys and stuffed animals typically cannot be brought into the visiting room - verify with the specific facility.
WHAT YOU CAN BRING
Leave in your car: purses, wallets, electronic devices. Lock your car.
Do not bring into the visiting room: anything to give to the incarcerated person. Incarcerated individuals may not take anything from the visiting area.
Vending machines: available in or near most visiting rooms - bring change.
Children's items: verify with facility - most do not allow toys or stuffed animals.
Contraband: check your vehicle before entering grounds. Remove weapons, drug paraphernalia, intoxicants, poisons, implements of escape, gang affiliation items.
NYC JAILS - SEPARATE SYSTEM
New York City operates its own jail system - Rikers Island and borough facilities - under the NYC Department of Correction (NYC DOC), which is separate from DOCCS. NYC DOC rules differ entirely from DOCCS rules.
