EMCF is for State Prison offenders sentenced anywhere from one year to life by the State Court in the county where the charges were filed
All prisons and jails have Security or Custody levels depending on the inmate’s classification, sentence, and criminal history. Please review the rules and regulations for State - low facility.

Located at 30 County Rd 513 in Clinton, NJ, EMCF carefully assigns inmates based on their custody level, considering factors like criminal history. EMCF offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.
EMCF was established in 1913 and houses state-sentenced female offenders. The facility features a campus-like setting with housing units and support buildings, including two compounds for minimum and maximum/medium security designations, as well as a third compound for inmates with special mental health needs. With a current population of 383 inmates, the facility offers various programs, including counseling, education, vocational training, and mental health treatments.
Programming at EMCF encompasses counseling, education, and vocational opportunities, addressing substance abuse and mental health needs among inmates. The Bureau of State Industries operates programs such as clothing manufacturing, telemarketing, and data entry within the facility. Additionally, EMCF participates in the "Puppies Behind Bars Program," providing inmates with the opportunity to train guide dogs as part of their rehabilitation process.
