INTRO
If your loved one is approaching release from a North Carolina state prison, the NC Department of Adult Correction offers state-contracted transitional housing in seven counties - Buncombe, Edgecombe, Guilford, Mecklenburg, Nash, New Hanover, and Wake - for up to 90 to 120 days. Placement is voluntary and must be initiated by a case manager or post-release supervision officer, not by the individual or their family.
North Carolina also has one of the most robust federal RRC networks in the South, with 10 known Residential Reentry Centers spread across the state's major metro areas - Charlotte, Durham, Fayetteville, Gastonia, Greensboro, Raleigh, Wilmington, and Winston-Salem - all overseen by BOP Residential Reentry Management Raleigh.
For families navigating the search process, OurJourney (ourjourney2gether.com) offers a free home plan assistance service that emails lists of transitional housing in up to three selected counties - and sends the same information directly to the incarcerated person via their prison tablet. This is one of the most useful family navigation tools in any state in this directory.
NCDAC also funds a network of Local Reentry Councils (LRCs) across the state - organized coalitions of agencies providing housing, employment, transportation, and treatment support for justice-involved individuals in their communities.
RRM RALEIGH - NC'S OWN FEDERAL RRM
Unlike many southeastern states covered by RRM Atlanta, North Carolina has its own dedicated BOP Residential Reentry Management office. RRM Raleigh - located at Old North Carolina Highway 75 in Butner - oversees halfway house placements for all of North Carolina plus eastern and western Virginia. The office can be reached at (919) 575-2080. Federal placement is handled through the standard BOP case manager process beginning 17-19 months before release.
NCDAC STATE TRANSITIONAL HOUSING - HOW IT WORKS
NCDAC contracts with private vendors to provide transitional housing in seven counties. The program is voluntary - no one can be assigned against their will - and placement must be requested through the case manager or PPO, not directly by the individual or family. Eligibility requires that the person be homeless or have no stable home plan, be under supervision for at least 90 days, be able to work, and have no arson convictions or severe medical or mental health conditions.
Stays run 90 days minimum to 120 days maximum, with services including job readiness training, life skills, ID assistance, and help developing a permanent housing plan. For questions, contact NCDAC's Transitional Housing Coordinator Catherine Rinehart at Catherine.Rinehart@dac.nc.gov or DCC_ProgramServices@dac.nc.gov.
THE FEDERAL RRC NETWORK
Ten confirmed federal RRCs serve North Carolina under RRM Raleigh. Charlotte and Greensboro each have two. Key facilities include Bannum Place locations in Fayetteville, Greensboro, and Wilmington; the Salvation Army CCC in Winston-Salem; Troy House CCC in Durham; McLeod Comprehensive Sanctions Center in Charlotte; and Cavalcorp Community Sanctions Center in Raleigh. Dismas Charities operates facilities in both Charlotte and Greensboro. Pull current addresses for Dismas Charities locations from bop.gov.
REENTRY PARTNERS OF MECKLENBURG COUNTY
For families in the Charlotte area, Reentry Partners of Mecklenburg County (reentrypartnersofmeck.com) provides direct in-reach services at FCI Butner, FCI Bennettsville, the federal halfway house, and 10+ state prisons. Case coordinators go inside facilities before release to help develop home plans - including housing placements - and coordinate transportation, mental health appointments, and benefit enrollment upon release.
SEX OFFENDER RESTRICTIONS IN NORTH CAROLINA
North Carolina law (N.C. Gen. Stat. §14-208.16) prohibits registered sex offenders from residing within 1,000 feet of schools, childcare centers, churches, and other places where minors regularly congregate. Additionally, sex offenders generally cannot reside together unless in a state-operated or contracted facility. Most transitional housing providers cannot accommodate registered sex offenders. Contact NCDAC and the Post-Release Supervision and Parole Commission for placement options.
