The Northwestern Regional Adult Detention Center is a low/medium-security detention center located at 141 Fort Collier Rd Winchester, VA which is operated locally by the Frederick Regional Authority and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates have been here for less than five years. Northwestern Regional Adult Detention Center accepts inmates from the Frederick County Sheriff's arrests and surrounding towns, Winchester Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Northwestern Regional Adult Detention Center - Visitation

The Northwestern Regional Adult Detention Center is a 540-bed medium security, direct supervision corrections facility located just east of the City of Winchester in Frederick County, Virginia. Situated on a 33 acre campus in the Fort Collier Industrial Park, the Detention Center consists of two (2) medium security residential buildings and a minimum security Community Corrections Center.
In March 2005, with populations approaching 420 inmates, the Regional Jail Board met and agreed to convert to a Jail Authority for the purpose of increasing the Jail’s inmate capacity through new construction. After concurrence by the governing bodies of each participating jurisdiction, the Jail Authority approved the construction of a 204-bed Community Corrections Center on an 11 acre parcel adjacent to the Main Jail and to add an 86 bed medium security housing unit to the Main Jail.
