The EOCC-female is a low/medium-security detention center located at 227 N Market St Lisbon, OH which is operated locally by the Columbiana Regional Authority and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates have been here for less than five years. EOCC-female accepts inmates from the Columbiana County Sheriff's arrests and surrounding towns, Lisbon Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. EOCC offers a range of services tailored to female inmates aimed at rehabilitation and successful reintegration into society. These services include:

  1. Orientation Group: An introductory session outlining facility rules, regulations, and program expectations to facilitate the successful completion of the EOCC program.

  2. Intensive Relapse Prevention: An 80-hour program addressing warning sign identification, management, and the development of ongoing recovery plans, specifically designed for female offenders.

  3. Women’s Intensive Substance Abuse Program (WISA): A grant-funded initiative catering to female offenders with high-risk substance abuse needs. It provides education, relapse prevention strategies, employment assistance, and social services identification to reduce recidivism post-release.

  4. Thinking for a Change (T4C): Developed in collaboration with the National Institute of Corrections, T4C is an integrated approach to changing offender behavior. It focuses on cognitive restructuring, social skills development, and problem-solving techniques to reduce antisocial behavior and enable successful reintegration.

  5. Sex Offender Education Program (SOEP): Geared towards male offenders, SOEP aims to foster responsibility and awareness regarding sexual offenses. Based on the Ross and Loss psycho-educational curriculum, it covers topics such as the impact of sexual assault, cognitive distortion, and relapse prevention.

  6. Adult Basic Education: State-certified teachers offer individualized literacy instruction and GED preparation to enhance educational attainment. Classes are held five days a week with morning, afternoon, and evening sessions, supplemented by volunteer and peer tutoring.

  7. Continuing Education: Opportunities for college and technical school attendance, along with in-house continuing education courses, are provided to facilitate ongoing learning and skill development.

  8. Self-Help Library: The EOCC maintains a comprehensive collection of self-help books covering various topics such as anger management, relapse prevention, business start-ups, and nutrition, allowing inmates to gain insight and information on a wide range of subjects.
