INTRO

Ohio's Department of Rehabilitation and Correction (ODRC) operates 27 correctional facilities housing approximately 43,000 people - the third largest state prison system in the Midwest after Illinois and Michigan. The statewide visiting framework is governed by Policy 76-VIS-01 and the General Visiting Instructions (DRC2274), with each facility's Managing Officer retaining discretion over the number of visitors, frequency, duration, and visiting hours at their specific institution.

Two things distinguish Ohio from neighboring states. First, the visitor application requires proof of address - a copy of a utility bill - in addition to the standard application form. Second, Ohio's visitation policy underwent a significant change effective March 1, 2025, restructuring how visitor lists are managed for friends (as distinct from family members).

Reservations are required at most ODRC facilities through ViaPath's online portal. Ohio uses commercial bail bonds - bail_banned = false.

VISITOR APPLICATION - DRC2096 (REV. MARCH 2025)

The Visiting Application is Form DRC2096, available at:

drc.ohio.gov/visitation (under the Visitation tab)

Also in the Visiting Packet 2025 PDF at dam.assets.ohio.gov

Submission options - mail, email, fax, or in person:

- Mail: directly to the facility where the incarcerated person is housed

- Email: each facility has a designated visitation email (example: DRC.VisitationLorCI@odrc.state.oh.us)

- Fax: facility-specific fax number

- In person: dropped off at the facility

ADDRESS VERIFICATION REQUIRED:

Ohio requires visitors to provide verification of address - a copy of a utility bill - submitted with the application. This is published explicitly on facility pages: "YOU MUST PROVIDE VERIFICATION OF ADDRESS SUCH AS A COPY OF A UTILITY BILL." A utility bill, lease agreement, or other proof of residence at the address listed on the application is required.

Additional documents:

- If you are on probation or parole: include a letter from your probation/parole officer granting permission to visit

- All applicants: sign DRC2554 (Declaration of Understanding) acknowledging the rules

Application questions include:

- Whether you are currently a party to any criminal action or proceeding

- Whether you have ever been an accomplice or co-defendant of any crime committed by the incarcerated person

Processing: the application is verified and the incarcerated person is notified of approval or denial and any follow-up needed.

After approval: register with ViaPath at gtlvisitme.com to make reservations. Approval alone does not grant access - you must also be registered on the ViaPath reservation system.

THE 15-VISITOR LIST AND THE MARCH 2025 CHANGES

The ODRC visitor list allows up to 15 visitors, regardless of relationship - meaning a mix of family members and friends can fill all 15 slots. Attorneys of record, clergy of record, and children under 18 do NOT count toward the 15-visitor cap.

MARCH 1, 2025 POLICY CHANGE - FRIENDS:

ODRC restructured the friend-visitor rules effective March 1, 2025:

For incarcerated persons (IPs) incarcerated before March 1, 2025:

- They retain their current approved visitor list as-is

- If they want to add a new friend, they must first remove a current friend if they are at or above 2 friends on the list

- New friends can only be exchanged 2 times per year: once at the annual security conference and once at the midpoint of the next annual security conference

This is a meaningful operational change for Ohio families - if an incarcerated person already has 2 or more friends on their list and wants to add a new friend, they must wait for a semi-annual exchange window and remove someone to make room.

Immediate family members are not subject to the 2-friend cap exchange restriction - family additions/removals operate on a different timeline. Verify current list status with the specific facility.

SCHEDULING - VIAPATH RESERVATION PORTAL

All visits are by reservation only at most ODRC facilities. No walk-up visits at facilities requiring reservations.

Platform: ViaPath - gtlvisitme.com

You must be an approved visitor AND registered with ViaPath before scheduling.

Typical scheduling windows:

- Minimum advance notice: 24 hours (most facilities)

- Maximum advance: 30 days (most facilities; some 14 days)

- OSP (Ohio State Penitentiary): 4 to 30 days in advance; cancellations must be made 5 days before the visit or penalties apply

- NERC: at least 5 days in advance, up to 30 days; all visitors including children must register online and receive a visitor ID number

Confirmation number: provided at time of reservation. Must present the confirmation number to the visitation officer upon arrival.

Reservations are required - if prior reservations were not secured when required, this is a published grounds for denial of the visit even for approved visitors.

SESSION STRUCTURE:

Most ODRC facilities operate two daily sessions with cutoff arrival times:

- Morning session (typically 8:00-11:00 AM): arrive no later than 9:30 AM

- Afternoon session (typically noon-3:00 PM): arrive no later than 1:00 PM

Specific times vary by facility - always confirm with the institution before traveling.

CRC (Correctional Reception Center) scheduling by last digit of institution number:

Designated visiting day based on last digit: ...9, 0 = Friday. No visiting on weekends or state holidays at CRC.

Always call the facility before traveling - visiting hours are subject to change without notice.

DRESS CODE - DRC2274 STATEWIDE BASELINE

Ohio's General Visiting Instructions (DRC2274) set the statewide dress code baseline. No facility-specific policy may supersede DRC2274. The dress code is enforced at entry.

Key rule: all attire worn upon entry into the facility must be worn throughout the duration of the visit. No additional clothing may be carried into the facility. The only exception: appropriate outerwear such as a coat and gloves may be removed.

Appropriate undergarments required: bra, slip, and underwear. Undergarments must not be visible through clothing.

PROHIBITED (from DRC2274 and consistently published across all ODRC facilities):

a. See-through clothing of any kind

b. Tops or dresses that expose the midriff or have open backs or open sides - this includes any sleeveless clothing such as halter tops, tube tops, cropped tops, tank tops, and muscle shirts

c. Low-cut clothing cut in a manner that exposes the chest

d. Clothing that resembles inmate or staff uniforms

e. Hats or head coverings (religious exemptions may apply - verify with facility)

f. Items with offensive language, images, or gang affiliations

METAL DETECTOR COMMON TRIGGERS (published by OSP and other facilities):

- Hairpins

- Bras with metal underwires - a significant number of Ohio facilities explicitly identify underwire bras as a common metal detector trigger. Wear a sports bra or non-underwire bra.

- Certain boots and shoes

- Clothing with multiple zippers

- Excessive jewelry

No specific color prohibition is published statewide for Ohio (no blue/orange/khaki equivalent published in DRC2274).

Bring a change of clothes in your car. Inappropriate dress is a published grounds for denial of the visit.

PHOTO TOKENS - $5 DURING VISITS

At Lorain Correctional Institution (LorCI) and other ODRC facilities:

Visitors may purchase photo tokens from a token machine during the visit.

Cost: $5 for 2 pictures

Maximum: 5 pictures per visit and 1 frame

This is one of the few states in the directory that publishes a specific in-visiting-room photo purchase program with pricing. Photos taken during visits are a meaningful family connection tool - knowing this option exists before visiting allows families to bring exact change.

PROBATIONERS AND PAROLEES

Persons on probation or parole who want to visit an ODRC facility must include a letter from their probation or parole officer granting permission to visit. This letter must be submitted with the DRC2096 application form. The application itself specifically asks whether the visitor is on probation or parole.

Without the PO letter, the application will not be processed. This is consistent with Michigan, Illinois, Kentucky, and other Midwestern states requiring PO letters for supervised visitors.

ACCOMPLICE AND CO-DEFENDANT RULE

Ohio's DRC2096 application specifically asks: "Have you ever been an accomplice or co-defendant of any crime committed by this incarcerated person?" Answering yes does not automatically disqualify the visitor, but it triggers additional review. Answering falsely creates grounds for denial and potential criminal liability.

DISABILITY ACCESSIBILITY

Ohio's statewide visiting policy (76-VIS-01) explicitly requires that visitation areas have facilities fully accessible to disabled visitors, including restrooms and entrance ramps to the visitation area. This is a statewide regulatory requirement, not facility discretion. ODRC is one of the few states in this directory that codifies visitor disability accessibility as a statewide policy mandate.

READING ROOM PROGRAMS

Each ODRC visiting department must have an area designated as a Reading Room in accordance with Department Policy 76-VIS-04. Reading Room programs allow incarcerated parents to read to their children during visits in a structured, family-focused environment. This program operates alongside (not instead of) normal visiting.

WHAT YOU CAN BRING

Standard rules at all ODRC facilities: no cell phones, no purses, no wallets, no electronic devices, no cash (beyond specific vending/photo token amounts). Leave personal items locked in your vehicle. Some facilities provide lockers.

One car key only: some facilities (Chillicothe CI) explicitly state visitors may only bring in one car key during a visit.

VIDEO VISITATION

Video visitation is available at most ODRC facilities. Sample hours:

- WCI (Warren): Daily 7-10 AM, 11:30 AM-3 PM, 4:30-9 PM

- NCI (Noble): Daily 7:30-10:30 AM, 12:30-3:30 PM, 5:30-8:30 PM

- NERC: Contact institution for hours

Check each facility's page for current video visitation hours. Video visits are separate from in-person visit reservations.
