If someone you love is locked up in Oklahoma, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. Oklahoma's state prison system is direct about the rules: JPay is the only acceptable way to send money to an ODOC inmate. Third-party apps like Cash App or Venmo are not accepted and will not get funds to the person.
Oklahoma splits adult custody into two systems: the Oklahoma Department of Corrections (ODOC) for state sentences, and county jails operated by county governments. ODOC operates more than 20 correctional facilities housing over 21,000 people. Oklahoma has 77 counties, each with its own detention center.
State prisons: ODOC and JPay
If your person is in an ODOC state facility, the trust fund deposit vendor is JPay. The official ODOC Send Money page states in plain terms that JPay is the only acceptable way to send money - no exceptions for Cash App, Venmo, or other platforms.
JPay online - go to jpay.com, create or log in to your account, find the person using their ODOC number, and deposit by credit or debit card. Available 24 hours a day, seven days a week. Fees apply.
JPay mobile app - download the free JPay app from the Apple App Store or Google Play. Same process as online and available at any time. Fees apply.
JPay by phone - call 1-800-574-5729 to speak with a live agent. Available 24 hours a day, seven days a week. Credit or debit card required. Fees apply.
MoneyGram walk-in - visit any MoneyGram location, including CVS and Walmart. Use receive code 6365 and also provide the inmate's seven-digit ODOC number. Pay with cash.
Money orders or cashier's checks by mail - download the printable deposit slip from jpay.com. Make the money order or cashier's check payable to "JPay." Attach the deposit slip with a paper clip - do not staple. Include the sender's name. Write legibly. Mail to:

All fields must be completed. Failure to include all required information will result in the money order or cashier's check being returned to the sender.

The seven-digit ODOC number is required
The ODOC number is a seven-digit identification number assigned to every ODOC state prison inmate. All ODOC numbers start with either a zero or a two to bring the total to seven digits. The full seven-digit number is required for all JPay deposit methods and for the Securus phone system. Find it using the ODOC Offender Lookup at okoffender.doc.ok.gov.
JPay vs. Access Corrections - understanding the difference
Families sometimes encounter references to both JPay and Access Corrections for ODOC. These serve different functions. JPay handles all trust fund deposits - money families send to the incarcerated person's account. Access Corrections (Keefe Group) manages ODOC's canteen operations. The canteen is funded from the trust account, so trust fund deposits through JPay ultimately enable canteen purchases. Access Corrections is not a deposit channel - it handles the back-end canteen system and processes chargebacks if an unauthorized deposit is disputed.
If an unauthorized deposit results in a chargeback, reimbursement (including a $25 reactivation fee) must be paid by money order only to: Access Corrections Attn: CB Repayments, PO Box 28998, St. Louis MO 63132. Questions on chargebacks: 636-888-7004 (payments cannot be accepted by phone).
Digital mail and personal correspondence
Personal mail for ODOC state prison inmates is processed through a digital processing center. Letters go to the digital mail address (not directly to the facility). Visit the ODOC Digital Mail FAQ at oklahoma.gov/doc/offender-info/digital-mail.html for current instructions. At Red Rock Correctional Center, ViaPath's ConnectNetwork handles mail differently - check the ODOC Offender Info page for the current process.

County jails: vendor varies by county
Oklahoma has 77 counties, each with its own detention center operated by the county sheriff. County jails set their own deposit vendors independently of ODOC.
Oklahoma County Detention Center (Oklahoma City), at 201 North Shartel Avenue, uses JailATM for deposits. For questions call the facility or JailATM support at 877-810-0914.
Tulsa County David L. Moss Criminal Justice Center (Tulsa), at 300 North Denver Avenue, has its own deposit system. For questions call 918-596-8900.
Cleveland County Detention Center (Norman), at 2550 West Franklin Road, uses JailATM for deposits and Benchmark for commissary orders. For questions call 405-701-7700.
The vendor is county-specific - the only reliable way to find the current deposit vendor for a specific Oklahoma county jail is to check that county sheriff's website or call the facility directly.
Accounts do not transfer between vendors. When your person moves from a county jail to an ODOC state prison, the county account stays with the county vendor. You set up new deposits through JPay using the seven-digit ODOC number.
Federal custody in Oklahoma
If your person is in federal Bureau of Prisons custody in Oklahoma - including FCI El Reno, FCI Lawton, FCI Seagoville (Texas, near border), or FTC Oklahoma City - deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail (different code from ODOC 6365), or online at bop.gov. You need the eight-digit BOP register number. Do not use ODOC methods for federal inmates.
What to know before you send anything
JPay is the only method for ODOC state prison deposits. Cash App, Venmo, and other apps will not work. Only JPay online, app, phone, MoneyGram (code 6365 plus ODOC number), or money order by mail.
The ODOC number is seven digits. All numbers start with 0 or 2 to reach seven digits. Required for all JPay deposits and for the Securus phone system.
The deposit slip is required for mailed money orders. Download from jpay.com. Paper-clip it - do not staple. Include the sender's name.
Access Corrections is the canteen vendor, not the deposit vendor. Trust fund deposits all go through JPay.
County jails use different vendors. Oklahoma County uses JailATM; Cleveland County uses JailATM; Tulsa County has its own system.
