Oklahoma's state prison system went through major changes in 2024 and 2025. Physical mail was banned from state prisons in September 2024 - all correspondence now routes through digital systems. Tablets were issued statewide. And phone rates dropped sharply in early 2025 after Oklahoma was one of only three states (with Florida and Kentucky) operating above new FCC rate caps.

The Oklahoma Department of Corrections (ODOC) uses Securus Technologies statewide with one exception: Red Rock Correctional Center (RRCC) uses ViaPath (ConnectNetwork) for digital communication.

Oklahoma's 77 counties each operate their own jails with independent phone contracts.

$0.06 per minute effective approximately February 25, 2025.

Oklahoma was one of three states (with Florida and Kentucky) where phone rates were above the FCC 2025 IPCS Order caps before the April 6, 2026 effective date. ODOC and Securus acted early: they agreed to lower Oklahoma's phone rate from $0.14/min to $0.06/min in late February 2025 to comply with the new federal cap for state prisons.

Before the February 2025 reduction, a 15-minute call cost $2.10. At $0.06/min, a 15-minute call now costs $0.90.

For context: Securus initially charged $0.20/min when it took over the Oklahoma prison phone system in 2020. That was reduced over time, most recently to $0.06/min effective February 2025.

How calls work

Inmates place outgoing calls only. They cannot receive incoming calls. The inmate calls from a facility tablet or phone to numbers on their approved list. All non-legal calls are monitored and recorded.

Each ODOC facility uses a unique Securus outbound caller ID number to prevent calls from being marked as spam by carriers. Save the number for your loved one's specific facility. DIGITAL MAIL - Physical mail banned September 2024

ODOC banned physical mail from entering state prisons in September 2024 to reduce contraband drug smuggling. All personal mail (letters, photos, drawings) must now be sent through the Securus Digital Mail Center.

Oklahoma has 77 counties, each operating its own jail. County jails contract phone services independently from ODOC. Common vendors include Securus Technologies, NCIC Inmate Communications, and Prodigy Solutions.

What to do before the first call

For an ODOC state prison:

2. Ask the inmate to add your phone number to their approved calling list

5. Fund the account; the current rate is $0.06/min

6. Wait for the inmate to initiate the call
