Oklahoma prison visitation rules, the Wednesday scheduling deadline, and the periwinkle prohibition

Oklahoma ODOC visitation rules, Wednesday 1PM scheduling deadline, color prohibitions (blue, periwinkle, camo, orange), 3-strike permanent ban, security-level visit hours, and 90-day approval. InmateAid.

INTRO

Oklahoma's Department of Corrections (ODOC) operates 17 state facilities plus a network of private and community corrections facilities across the state, housing approximately 25,000 people. The statewide visiting program is governed by OP-030118 (Standard Visitation Policy), with prohibited attire listed in the separate Unauthorized Apparel for Visitors document (030118A) and violation consequences detailed in OP-030118C.

Three things distinguish Oklahoma from most states in the directory. First, all visit schedule requests must be received by Wednesday at 1:00 PM for the coming weekend - missing this deadline means no weekend visit that week. Second, ODOC prohibits blue, periwinkle, camouflage, and orange shirts specifically - and periwinkle is the only state in the directory to name this color by name. Third, Oklahoma publishes a detailed security-level visit hour chart: the number of visiting hours available per week is determined by the inmate's security level and privilege level, ranging from 1 hour non-contact at Level 1 to 8 hours at Level 4 minimum security.

No walk-in visits are accepted at any ODOC facility.

Oklahoma uses commercial bail bonds - bail_banned = false.

VISITOR APPLICATION - ONLINE OR PAPER

Two submission options:

ONLINE: Smartsheet Visitor Application Form at app.smartsheet.com/b/form/d4dab660b19a46e9b4f8b785f823f009

PAPER: Download from oklahoma.gov/doc/facilities/visitation.html and mail to:

Oklahoma Department of Corrections

Attn: Visitation Unit

P.O. Box 11400

Oklahoma City, OK 73136-0400

Critical: mail to the Visitation Unit, not to the inmate. Applications sent to the inmate will not be processed correctly.

Background check: required for all applicants 18 and older. Processing can take up to 90 days. The inmate will notify you when the process is complete - not ODOC directly.

3-YEAR APPROVAL PERIOD:

Oklahoma visitor approvals are valid for three years. Prior to the end of the three-year period, visitors must complete a renewal. If the approval period expires without renewal, the visitor must reapply from the beginning.

30-DAY TEMPORARY APPROVAL:

Immediately after an inmate arrives at a facility without an approved visiting list, immediate family members listed in the inmate's field file are allowed to visit for 30 days while forms are processed and returned. After 30 days, family members cannot visit unless the form has been received - unless approved by the facility head or duty officer.

20-VISITOR LIST MAXIMUM:

Each inmate may have a maximum of 20 approved visitors on their list. Children under 18 are included in the count. This is one of the larger caps in the directory.

THE WEDNESDAY 1 PM SCHEDULING DEADLINE

All visits must be scheduled - no walk-ins are accepted at any ODOC facility.

All schedule requests must be received by Wednesday at 1:00 PM for visits occurring that week. No changes or additions to the schedule will be permitted after Wednesday unless specifically authorized by facility administration.

How to schedule: use the ODOC Visitor Schedule Request Form at app.smartsheet.com/b/form/019adfae59997e2a9f628df66aa8455e or call the Visitation Unit at 405-768-3269.

The inmate will also notify you of the scheduled date and time of your visitation - this is a dual notification system, not a visitor-initiated-only process.

What the Wednesday deadline means operationally:

- If you want to visit on Saturday, your schedule request must be submitted by Wednesday at 1:00 PM

- If something prevents you from submitting by Wednesday, you cannot visit that weekend without facility administrator authorization

- No same-week additions or changes after the Wednesday cutoff

VISITING HOURS - SECURITY LEVEL CHART

All facilities: visiting days begin at 8:00 AM and end at 4:00 PM. Specific facilities also have Friday, Monday, or Thursday visiting days in addition to the universal Saturday/Sunday schedule.

Saturday and Sunday: ALL facilities.

Additional days at select facilities:

- Monday: Allen Gamble CC, Great Plains CC, Lexington CC, Red Rock CC (PC only)

- Thursday: Allen Gamble CC, Great Plains CC

- Friday: Allen Gamble CC, Dick Conner CC, Great Plains CC, Joseph Harp CC (Juvenile and Mental Health units only), Mack Alford CC, Mabel Bassett CC, Oklahoma State Penitentiary, Oklahoma State Reformatory

Special visits and attorney visits: Monday and Thursday at all facilities.

VISIT HOURS BY SECURITY AND PRIVILEGE LEVEL (statewide):

Maximum Security:

- Level 1: 1 hour non-contact per week

- Level 2: 2 hours per week

- Level 3: 3 hours per week

- Level 4: 4 hours per week

Medium Security:

- Level 1: 1 hour non-contact per week

- Level 2: 2 hours per week

- Level 3: 4 hours per week

- Level 4: 6 hours per week

Minimum Security:

- Level 1: 1 hour non-contact per week

- Level 2: 4 hours per week

- Level 3: 6 hours per week

- Level 4: 8 hours per week

Community Corrections: up to 8 hours per week

Community Contract Facilities (halfway houses): up to 16 hours per week

Special Management Housing Unit:

- Administrative Status and Protective Custody: 1-hour non-contact visit per week (mother, father, spouse, attorney, and clergy only)

- Disciplinary Status: no visits except attorney or clergy; after 60 days disciplinary detention, same privileges as administrative status

Oklahoma is one of the few states in the directory to publish this level of granularity on visit hours by security and privilege level. Knowing the inmate's current security classification and privilege level before traveling determines how much time you will actually have.

DRESS CODE - UNAUTHORIZED APPAREL FOR VISITORS (030118A)

Oklahoma's dress code is published as a standalone document (DOC 030118A, revised 09/22) at oklahoma.gov/doc/facilities/visitation.html. It applies statewide including contract facilities.

COLOR PROHIBITIONS - INCLUDING PERIWINKLE:

Item 6 on the prohibited list: "Blue, periwinkle, camouflage or orange shirts."

Oklahoma is the only state in the 50-state directory that explicitly names periwinkle as a prohibited color. Blue and orange are common prohibitions (inmate and staff uniform colors). Camouflage appears in multiple states. Periwinkle - a blue-violet color associated with lighter blue-toned clothing - is prohibited in addition to standard blue. Families who own light blue or blue-lavender shirts that might be described as periwinkle should avoid them.

Full prohibited attire list (030118A, applicable to male and female visitors):

1. Shorts, skorts, skirts or dresses shorter than the top of the kneecap, or tight-fitting

2. Wrap-around skirts; dresses/skirts with split seam higher than the top of the kneecap

3. Blouses/Tops:

a. Tube-tops

b. Tank-tops

c. Crop-tops

d. Halter-tops

e. Spaghetti strap blouses

f. Sleeveless/transparent or mesh tops/blouses

4. Leggings, biker's pants, body suits

5. Spandex clothing, including swimsuits

6. Blue, periwinkle, camouflage or orange shirts

7. Tight-fitting sweat suits

8. Low-cut, rips or cut-out designs on clothing

9. Clothing bearing profanity, offensive wording, and pictures

10. Headgear (excluding religious)

11. Clothing which exposes the midriff, extremely tight, off the shoulder, or which exposes any part of the breast

Undergarments: all visitors must wear appropriate underclothing for their gender.

CHILDREN'S DRESS CODE AGE THRESHOLD:

Children above the age of 11 must comply with the adult dress code, unless restricted by handicap or medical reasons. This is the lowest age threshold for adult dress code application in the directory (North Dakota uses 16, most use 18). An 11-year-old girl must comply with the same sleeveless, midriff, and length rules as adult female visitors.

VIOLATION CONSEQUENCES - 3-STRIKE STRUCTURE

Oklahoma publishes a specific escalating sanction structure, one of the most detailed in the directory:

First violation: Temporary restriction for 90 to 180 days

Second violation: Temporary restriction for 180 to 365 days

Third violation: Permanent ban - can only be overturned by a regional administrator

Immediate first-offense permanent loss for serious violations including:

- Aiding and abetting an escape

- Bringing weapons onto state property

- Bringing contraband into a facility (cell phones, tobacco, drugs, alcohol)

- Assaulting (physical or verbal) any staff, inmate, or other visitor

The permanent ban from a third violation applies to visiting any ODOC facility and can only be reversed by a regional administrator - not the warden or facility staff.

SEARCH PROCEDURES - K-9 DRUG DETECTION

All visitors and belongings are subject to searches including pat-downs and metal detectors. Canine drug detection may be used at any ODOC facility. Multiple K-9 alerts can result in visitation restrictions even if no contraband is found - the alert itself triggers review.

All vehicles entering facility grounds are subject to search. Refusal to submit to a search results in denial of entry and may be grounds for future denial of facility access.

WHAT YOU CAN BRING

Only three items are specified as allowed:

- Identification

- Car key (one)

- Coins for vending machines

No purses, no wallets, no electronic devices, no cash bills. Coins only for vending. Leave all personal items secured in your vehicle.

MINOR VISITOR RULES

Visitors bringing minors must provide documentation (birth certificates or court/adoption papers) to verify guardianship. Once a child turns 18, they must complete a visitor application.

Children above age 11: must comply with the adult dress code. Below age 11: exempted from adult dress code unless they are within the prohibited attire categories.

IMMEDIATE FAMILY DEFINITION

ODOC publishes its immediate family definition explicitly: spouse, natural or surrogate parents, grandparents, father-in-law, mother-in-law, children (including stepchildren and adopted children), grandchildren, siblings, and aunt or uncle.

Immediate family members have access provisions not available to non-family visitors, including the 30-day temporary approval period and special management housing visit rights.

SPECIAL VISITS

Any visit outside the assigned schedule is a special visit - only the facility head or designee can approve. Special visits include:

- Visitors traveling long distances

- Volunteers or re-entry partners approved by staff

- Visits to hospitalized inmates

- Disciplinary status visits (attorney/clergy only)

- Clergy/social service representative meetings

- Palliative care (terminally ill inmates - OP-140146)

VIDEO VISITATION

Video visitation is available at ODOC facilities. Contact the specific facility for current platform and scheduling. County jails in Oklahoma use local vendors independently of ODOC.
