Located approximately 100 miles from any nonprofit immigration attorneys who provide representation in removal proceedings. Moshannon holds detainees primarily from the Northeast - it is the most common out-of-state transfer destination for New York area detainees. Average stay in 2024 was approximately 78 days. Two reported detainee deaths in 2025. The ACLU filed a federal complaint in 2024 alleging inhumane conditions and lack of basic medical services. ICE told local commissioners the approximately 520,000 sq ft facility would be a processing center for approximately 1,500 individuals.
