This guide is for people detained by ICE in Pennsylvania and for their families. Pennsylvania has at least seven ICE detention facilities as of May 2026: the Moshannon Valley Processing Center (the largest immigration detention center in the Northeast, with 1,876 beds), four county jails (Pike, Clinton, Cambria, and Franklin counties), and two Bureau of Prisons facilities (the Federal Detention Center in Philadelphia and FCI Lewisburg). As of April 2, 2026, more than 2,000 people were held in immigration detention in Pennsylvania alone. Pennsylvania's five county jails collectively charged ICE more than $21 million in 2024 and 2025. Pike County alone received $16 million. Three detainees have died at Moshannon in the past three years. The DOJ ended the Legal Orientation Program in 2025, cutting off a key source of free legal help for detained immigrants. Moshannon is more than 100 miles from any nonprofit immigration attorney. Pennsylvania falls under the ICE Philadelphia Field Office, which covers Pennsylvania, Delaware, and West Virginia. Last verified: June 2026.

Moshannon Valley Processing Center in Philipsburg, Clearfield County, is operated by GEO Group under contract with ICE (pass-through through Centre County). Built in 2004, it is the largest immigration detention facility in the Northeast United States, with a maximum capacity of 1,876 beds. As of April 2, 2026, it had an average daily population of over 1,600 detainees. Most people detained by ICE in the Philadelphia region are sent here. It is approximately 100 miles north of Harrisburg, 175 miles from Philadelphia, and 30 miles northwest of State College.
DOCUMENTED DEATHS: Three detainees have died at Moshannon in the past three years. Chaofeng Ge, 32 (Chinese national), was found dead in a shower in 2025, apparently by suicide. Fouad Saeed Abdulkadir, 46 (Eritrean citizen), died in December 2025 after complaining of chest pains after 7 months in custody. A third detainee, Frankline Okpu, also died. Nationwide, 2025 was the deadliest year for ICE detainees in more than two decades. Advocates report ongoing medical neglect - including a detainee with stage 3 kidney disease denied adequate care. In April 2026, a group of detainees went on hunger strike to protest medical neglect and spoiled food. A federal investigation into excessive force and abuse at Moshannon was closed after Trump took office.
In May 2026, Reps. Summer Lee and Chris Deluzio became the first members of Congress to access the facility for oversight. They reported 'real concerns' from detainees about food and medical care. They noted that a 'large majority' of detainees had not been charged with violent crimes.
Clearfield County commissioners vote in September 2026 on whether to renew the county's contract with ICE and GEO Group. The contract earns Clearfield County $200,000 a year.

Pike County Correctional Facility in Lords Valley (northeastern Pennsylvania, near the New Jersey and New York borders) is the highest-earning county ICE detention site in Pennsylvania - the county received more than $16 million from ICE in 2024 and 2025. Pike County holds ICE detainees alongside criminal inmates, in accordance with federal classification standards. Clinton County Correctional Facility in Lock Haven (north-central PA) has had its monthly ICE detainee count nearly double, from 80 in January 2024 to 157 in December 2025. A December 2025 high-profile case: Sergio Chavez Jimenez, a Danville business owner, was detained by ICE on December 27, 2025 and held here, prompting a community candlelight vigil. ICE detainees are intermingled with criminal inmates at Clinton County per federal classification standards.

Pennsylvania became one of the largest state-level ICE detention hubs in the country in 2025-2026. More than 12,000 people were placed in detention across Pennsylvania, New Jersey, and Delaware in the nine months after Trump took office in January 2025 - nearly three times the rate under Biden. Pennsylvania's county jails earned more than $21 million from ICE in 2024-2025. Pike County alone earned $16 million.
Moshannon - medical neglect, deaths, and hunger strikes:

The end of the Legal Orientation Program - less free help:
The DOJ ended the Legal Orientation Program in 2025, citing an executive order against contracts with organizations that serve 'removable or illegal aliens.' This program provided information, referrals and representation to detained immigrants at no cost. Its elimination makes independent legal outreach - calling organizations like Juntos, Free Migration Project, and ACLU-PA - more critical than ever.
Transfers out of state - a documented risk:
A UCLA study found out-of-state transfers of noncriminal Latino detainees jumped from 18% to 55% after Trump's reelection. ICE transfers detainees to maximize bed capacity, not geographic convenience. If a family member disappears from the Pennsylvania locator, search New Jersey (Delaney Hall in Newark), New York, and other northeastern states.
Proposed warehouse detention sites in PA - VOLATILE:
ICE purchased an $87 million warehouse in Pennsylvania in March 2026 that may be converted to a detention facility. Environmental and legal organizations are contesting the proposal, citing sewage capacity concerns and environmental impact. Monitor at ACLU Pennsylvania (aclupa.org) for updates.
