INTRO
Pennsylvania's Department of Corrections (PADOC) operates 22 State Correctional Institutions (SCIs) housing approximately 38,000 people across the state. The statewide visiting framework is codified in 37 Pa. Code §93.3 (last updated through December 6, 2025) and administered through PADOC's own Inmate Visitation System (IVS) portal.
Two things stand out in Pennsylvania's system. First, each inmate may receive up to four in-person visits per month - but only one of those four may occur on a weekend. This mirrors Illinois's one-weekend-visit structure. Working families who can only visit on Saturdays or Sundays are effectively limited to one visit per month. Second, there is no waiting area at any PADOC facility. Anyone who accompanies a visitor to the facility but cannot visit must exit the facility grounds entirely - they cannot wait in the parking lot, lobby, or any facility area while the visit occurs.

THE IVS - INMATE VISITATION SYSTEM
Pennsylvania built its own dedicated statewide visitation portal: the Inmate Visitation System (IVS) at inmatevisitation.cor.pa.gov.
IVS uses Keystone Login to verify visitor identity. Every visitor must:
1. Create an IVS account (requires Keystone Login)
2. Be on the inmate's authorized visitor list
3. Schedule the visit through IVS
Both conditions must be met simultaneously. Being on the approved list without an IVS account means you cannot schedule. Having an IVS account without being on the approved list means the visit will be denied.

If the facility needs to cancel a visit: you will receive an email notification at the email address linked to your IVS account. Check this email regularly - cancellations are communicated there before anywhere else.

VISIT LIMITS - 4 PER MONTH, 1 WEEKEND
Each inmate may receive a maximum of 4 in-person visits per month. Of those 4, only 1 may occur on a weekend.
This is the same one-weekend-visit structure as Illinois - which also allows up to 5 visits per month but limits weekend visits to one. Pennsylvania's monthly cap (4) is lower than Illinois's (5), and the weekend restriction is the same.
What this means for families:
- If you visit on Saturday, that is your one allowed weekend visit for the month
- Your remaining 3 visits for the month must occur on weekdays (Monday through Friday)
- Families who cannot take weekday time off from work are effectively limited to one visit per month
Visits are guaranteed to be at least one hour long.
Maximum visitors per visit: 4 people. Exception: Quehanna Boot Camp allows only 2 visitors per visit.
NO WAITING AREA - PUBLISHED EXPLICITLY
Pennsylvania publishes this rule directly on its visitation page: "There is no waiting area, so do not bring someone who cannot visit to wait for you at the facility. Anyone who is not visiting must exit the facility grounds."
This applies to the parking lot, lobby, and any other area on facility property. If a family member drives you to the prison but is not on the approved visitor list, they cannot wait on prison grounds while you visit. They must leave the property entirely and return when your visit is over.
This is one of the most operationally consequential rules in the directory for families using shared transportation. Plan alternative arrangements before your visit.
VISITOR APPLICATION AND APPROVED LIST
The inmate must initiate the process. Under 37 Pa. Code §93.3, the approved visitor list may contain up to 20 names or more if permitted by the Department. Inmates who can demonstrate they have more family members than the cap allows may request additional names be added.
Children under 18: may visit when accompanied by an adult approved by the minor's parent or legal guardian. Minors do not need to be placed separately on the approved list. However, an approved adult must escort them.
One list at a time: a person may not be on more than one inmate's visiting list except when they are immediate family of more than one inmate, or unless the facility manager grants special permission.
Seriously ill or injured inmates: special visits can be arranged for people who are not on the approved list - including people who have traveled a great distance. Contact the facility directly for special visit arrangements.
VISITING HOURS AND SCHEDULING
Visits may be permitted every day of the year at the discretion of the facility manager (37 Pa. Code §93.3(h)). Each facility's specific visiting days and hours are published on the PADOC website and through IVS.
ARRIVE AT LEAST 1 HOUR BEFORE END OF VISITING:
To ensure visitors get at least one hour with their inmate, arrive as early in the day as possible. Visitors MUST arrive at least one hour before the end of visiting hours. Arriving in the last hour may result in a shortened or denied visit.
Always confirm the specific SCI's current visiting schedule before traveling. Schedules can change based on facility conditions, lockdowns, or institutional needs.
DRESS CODE AND METAL DETECTOR GUIDANCE
Pennsylvania's visiting guidelines emphasize practical metal detector guidance alongside the standard modesty requirements.
UNDERWIRE BRAS - DISCOURAGED:
Pennsylvania is one of a small number of states that specifically addresses underwire bras in its published guidelines: "Underwire bras are discouraged. They may prevent the visitor from passing through the metal detector, which would cause the visit to be denied." This is more moderate language than Oregon (which prohibits them by rule) or California (which prohibits them by statute), but the practical consequence is the same - wear a sports bra or non-underwire bra to avoid delays or denial.
METAL DETECTOR TRIGGERS - PUBLISHED:
The following items are specifically mentioned as common metal detector issues in Pennsylvania's visiting rules:
- Bobby pins, safety pins, decorative pins, hair accessories, and jewelry that do not clear the metal detector
- Coats, jackets, or other outer garments (exceptions: suit coats, sports jackets/blazers, and cardigan-type sweaters are permitted)
CLOTHING STANDARDS:
- Dress appropriately; avoid revealing or provocative clothing
- No clothing that is revealing, sheer, or suggestive
RELIGIOUS FACE COVERINGS:
Pennsylvania explicitly addresses religious face coverings in its visiting rules. A female DOC staff member will identify the visitor. Removal of the face veil or other religious clothing will be done in private. After the DOC staff member has viewed the visitor's face, the face veil may be returned to its original position. This accommodation is documented as a standard PADOC procedure.
FREE VIDEO VISITS FOR ALL INMATES
All Pennsylvania state inmates are eligible for free video visits. No cost, no per-session fee, no platform subscription required. Schedule through IVS.
This is one of the most visitor-friendly video visitation policies in the directory. Most states charge $0.40 per minute (GTL) or $12.99 per session (Arkansas) for video visits. Pennsylvania's free-for-all video visitation policy removes cost as a barrier entirely.
MICROWAVE WARNING
Pennsylvania's General Visiting Rules include a medical warning: "MICROWAVES MAY BE IN USE IN VISITING ROOMS." This notice is published for visitors with pacemakers, medical implants, or conditions affected by microwave exposure. It is the only state in this directory to publish this specific warning.
If you have a pacemaker or implanted medical device, notify facility staff before entering the visiting room.
SEARCHES AND SECURITY
Every visitor, regardless of age, is subject to search. All visitor vehicles are subject to search. Vehicles must be locked while on prison property - windows must be rolled up/closed, and equipment such as ladders and toolboxes must be secured.
All visitors must pass through a metal detector.
PHILADELPHIA PRISONS - SEPARATE SYSTEM
Philadelphia prisons are operated by the Philadelphia Department of Prisons (PDP) - a separate city agency, not PADOC. Rules differ substantially:
KEY PHILADELPHIA PRISON RULES (PDP):
- Walk-ins are not permitted
- Schedule at least 48 hours in advance
- Adults 18+ must be on the incarcerated person's approved visitor list
- Children 6 months and older may visit with a parent or guardian; adult must provide proof of custody or birth certificate
- Children cannot visit during school hours
- Maximum: 1 adult and 1 child per visit at a time
- Incarcerated people receive 1 hour per week
AUTOMATIC DISQUALIFICATION FROM PHILADELPHIA PRISON VISITS:
- Anyone on probation, parole, or conditional release including furlough and work release may not visit a PDP facility
PHILADELPHIA PRISON DRESS CODE (PDP - more specific than PADOC):
- Shirts with sleeves required
- Leggings or stretch pants permitted but top must cover hips when arms raised above head
- No plain white t-shirts
- No clothing resembling incarcerated person's uniform (orange jumpsuits, blue scrub tops)
- No hoodies or jackets with hoods
- No hot pants or short-shorts more than 2 inches above the knee
- No mini-skirts or dresses more than 2 inches above the knee
- No low-rise pants or skirts revealing undergarments
- No torn jeans
- No revealing clothing or see-through fabric on torso
- No halter tops, tank tops, sleeveless tops, or crop tops
- No clothing with offensive or provocative language
- No clothing with writing across the seat of pants or skirt
