The Rappahannock Regional Jail is a low/medium-security detention center located at 1745 Jefferson Davis Hwy Stafford, VA which is operated locally by the Rappahannock Regional Authority and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates have been here for less than five years. Rappahannock Regional Jail accepts inmates from the Rappahannock County Sheriff's arrests and surrounding towns, Stafford Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Rappahannock Regional Jail serves the adult corrections needs of the counties of Stafford, Spotsylvania, King George, and the City of Fredericksburg. As the oldest, largest, and most successful regional government agency in the Fredericksburg area, the Rappahannock Regional Jail is the crown jewel of regional cooperative efforts.

INTAKE
The Intake Department of the Inmate Processing Division is responsible for:
The booking and release process of all persons committed or transferred to this facility.
Serving all warrants, subpoenas and legal paperwork on currently incarcerated inmates as well as fingerprinting inmates through LIVESCAN.
Taking Buccal Swab DNA samples on all inmates with qualifying arrests as well as on convicted felons.
Supervision of inmates in Intake for safety and security.
Identifying suspected illegal aliens and forwards information to the Immigration and Custom Enforcement for investigation and possible deportation.
Scheduling bond hearings for inmates served with new warrants.
Processing inmates for scheduled releases, inmates bonding and or transferred to other facilities.
Notifying victims of inmate’s release if they have filed the appropriate victim/witness notification paperwork with the Victim/Witness Coordinator through the local jurisdictions Commonwealth Attorney Office

INMATE RECORDS
The Inmate Records Department of the Inmate Processing Division is responsible for:
The development and maintenance of the inmate jail record.
Assuring that information regarding charges, bonds, court dates, etc. are entered into the Jail’s Management System.
Setting up and managing Video Arraignments of inmates scheduled to attend.
Computing release dates for inmates sentenced up to 12 months.
Sex Offender registration of currently incarcerated inmates that have qualifying convictions.
Sending jail credits to the Virginia Department of Corrections on all currently incarcerated inmates who have sentences totaling over 12 months.
Making transport arrangements for inmates required to be transported to courts, other jails and the Virginia Department of Corrections.

PROPERTY
The Property Department of the Inmate Processing Division is responsible for
The changeover and issuance of jail clothing and linens to each inmate housed at the jail.
Entering the inmate’s personal property in the jail management system and place the property in inmate number assigned property bags.
Approving court exchanges and inmate requested release of personal property.
Releasing the inmate’s personal property upon their scheduled release.

COMMUNITY CORRECTIONS DIVISION

The Rappahannock Regional Jail has evolved from simply providing traditional incarceration to developing numerous options to incarceration. Among these options are Adult Drug Treatment Court, Community Based Probation, Home Electronic Monitoring Program, Pretrial Services, and the Work Release Program. Each program is designated for a specific purpose, defendant, and or offender. There are several goals that have been set in implementing community correction programs into the Rappahannock Regional Jail.

WORK RELEASE PROGRAM

The Work Release Program is an option to traditional incarceration. Offenders must be low risk and non-violent. These participants are referred by local courts from within the Jail’s jurisdiction. After a thorough background investigation has been completed for suitability, and the participants are placed, they may return to their job under strict requirements and community supervision. Upon completion of their scheduled day of work, the participant then returns back to the Rappahannock Regional Jail until the next day of work. Participants also may utilize outside resources to help integrate them back into society upon release. Participants have the ability to seek their own medical attention, attend rehabilitation counseling, pay court costs, establish child support payments, etc. Work Release prospects must have less than 24 months to serve on their sentence and have no pending court dates or charges. Ideally, Work Release is gained by being referred by the sentencing judge.

HOME ELECTRONIC MONITORING PROGRAM (EMP)

Offenders must have less than twelve months (12) to serve without any further court dates or pending charges. Offenders must have a stable and safe home plan. There is a $20 per day fee to be placed on EMP. In EMP cases an ideal placement would be a direct referral from a sentencing court.

ADULT DRUG TREATMENT COURT (540) 899-4450

The Rappahannock Regional Drug Treatment Court was developed to help provide an option to individuals dealing with substance abuse problems along with pending criminal charges. Potential candidates must be high risk/high need with no violent convictions. Upon a thorough evaluation, these defendants are required to plead guilty to their criminal charges. This plea agreement mandates treatment over incarceration for their dependency issues. Upon program entry, the defendant will be required to attend a rigorous schedule to include regular court appearances, outpatient/inpatient treatment programs, intensive probation, mandatory rehabilitation sessions, and needed individualized treatment. In most cases, upon completion and successful graduation of the Adult Drug Treatment Court, the defendant will have their criminal charges dismissed.

PRETRIAL SERVICES (540) 288-5275

Pretrial Services has two distinct functions. The first function is to provide judges and attorneys with accurate and factual reports. These reports are generated from investigations on defendants incarcerated prior to their first appearance in court. These reports assist the judges in making informed decisions regarding pretrial detention or release.

The second function of Pretrial Services is supervision prior to a defendant's trial or sentencing. Pretrial facilitates this through community supervision, drug and alcohol testing, treatment, and other services deemed necessary while awaiting trial. This program uses a proactive approach, which serves an important role in the local criminal justice system by helping ensure court appearances by defendant’s on supervision while maintaining community safety. Pretrial also serves as a liaison between judges, attorneys, law enforcement agencies, criminal justice boards, etc.

COMMUNITY BASED PROBATION (CBP)

Community Based Probation (CBP) was developed for the offender post sentencing. These offenders are placed on CBP in accordance with the Code of Virginia and placed directly by sentencing courts. In lieu of incarceration, CBP works closely with offenders to focus on accountability using a standard of operation that requires all issues of probation to be completed in an accurate, timely manner, and within the best interest of society and the criminal justice system.

Ideally, the courts will access this program in order to provide any combination of the following: enhanced public safety, an alternative form of punishment, and rehabilitative services for those with substance abuse and other needs.

This process is accomplished by assessing each individual and determining the services needed to assist them in meeting the court requirements as well as perpetuating changes in their lives to become productive members of society.

Visitation Information

Rappahannock Regional Jail - Visitation

All visitors must schedule an appointment 24-72 hours in advance and must pay for each scheduled session prior to visitation.

​At the time of scheduling, the visitor must be prepared to provide the following information:

  1. Inmate legal name and Jail ID number
  2. Visitor official picture ID (i.e., driver’s license) (must be 18 yrs. of age or older)
  3. Visitor home address (family/friends only)
  4. Visitor telephone number
  5. Visitor email address
  6. Visitor office address (attorneys only)

Requirements to Schedule a Visit:

  • Valid photo ID is required for all visitors at check-in.

  • For online visitation, an internet-enabled device with a camera, speakers and microphone (or headset) is required, as well as a debit or credit card.

  • You must provide the facility with a valid email address where you can receive an email. If you do not have an email address, there are many webmail providers who o er free email accounts. An email account is required for account creation and for using the online registration tool.

  • After you are registered with the facility, visit the website and click “Forgot Password” and enter the email address you provided to the facility in the form that appears. After this, go to the email account that you provided and use the email you received from the system to set your password and then be sure to keep a record of it for future visits.

  • If you are a professional visitor, please contact the correctional facility directly to determine the process for obtaining “Professional Visitor” status. You can continue with the registration as a personal visitor in the meantime and once you obtain “Professional Visitor” status, you will see the label “Professional” next to your name on the homepage. In addition, your professional visits will not be monitored or recorded a er your status has been granted.

PROFESSIONAL VISITATION - A visitor from a legal or medical entity, such as the courts, mental health, or law enforcement.

Professionals include:

  • Attorneys or authorized members of their staff
  • Probation and Parole Officers
  • Social Workers
  • Police Officers
  • Mental Health Professionals who are cleared by the jail
  • Clergy who have been cleared by the jail

PLEASE NOTE:

  • Family members with whom inmates are related may not visit that inmate in a professional capacity.

  • Attorneys must hand deliver legal documents directly to the inmate or mail directly to the inmate.

  • Clergy visits are on a first-come, first-served basis. Clergy are asked to call in advance for the best visitation times.

Professional attire is required. All professional visitors must meet the same dress code as regular visitors. Shorts are not permitted.

PROCEDURES:

You must register with the lobby officer, with one of the following credentials:

  • Photo Identification
  • Current Virginia Bar Card
  • Organization Identification

If you are going to meet with several inmates, you need to provide the lobby staff with a list so that they can coordinate your visit.

You must secure your personal property in the coin-operated lockers, or you may elect to lock your personal property in your vehicle (keys, cigarettes, lighters, money, handbags, pagers, cell phones, etc.)

You are not permitted to give your client anything other than legal paperwork unless approved by facility officials.

CANCELLATIONS

Check your email often prior to your scheduled visit for unexpected changes, no matter how far in advance or beyond the court date.

Cancellations may also occur due to disciplinary reasons. You will not be able to visit until the inmate has served his/her disciplinary time and returns to population. Check email often for cancellations. The visit cannot be granted if you show up for the scheduled visitation.

If the person you are visiting has a scheduled court date on the date of your scheduled visit, the Renovo Scheduler will automatically cancel the visit. Once the inmate has returned to his/her housing area, you must reschedule the visit.

​Cancellation Policy:

All visits must be cancelled 48 hours in advance to receive a full refund. Cancellations between 24 and 48 hours in advance will receive a 50% refund. Cancellations less than 24 hours before the scheduled visit will not be refunded.

RULES & REGULATIONS FOR VISITS

1. Personal Items - You may not bring anything in for an inmate during a scheduled visitation. A quarter is needed to lock up all personal items. No food, drink or personal items (except eyeglasses) may be brought into the visitation area. Visitors requiring medical necessary items, such as inhalers, nitroglycerin tablets, wheelchairs/walkers, and insulin pumps will be allowed to carry them into visitation.

2. Search - All persons entering the premises are subject to search. Those who are intoxicated or appearing to be under the influence of drugs or alcohol will not be permitted to remain on the premises.

3. Scheduling - Each registered visitor must have a separate individual email account. Only two visitors are allowed per inmate INCLUDING a baby or child. A baby or child must be added to the visit in order to bring the child to the visit. Children under the age of 18 must be accompanied by a parent or legal guardian at all times. Only individuals indicated on your confirmation (which confirms the reservation) will be allowed to visit. No walk-in visits are allowed. You must schedule your own visit or have someone schedule your visit for you. Jail Staff will not schedule your visit for you.

4. Identification - A photo ID is required for all visitors. Children/teenagers require a current school ID or DMV children’s ID to verify ages.

The Jail accepts the following identification ONLY:

  • DMV issued ID or Driver’s License with current photo
  • Passport
  • Military ID
  • CURRENT school ID (for minors only)

5. Personal Conduct - Visitors must remain seated during the visit. Standing in the visitation booth or stacking chairs is prohibited. Visitors are expected to behave in an appropriate manner during visitation (i.e. no exposure or offensive gestures towards inmates or other visitors). Any damage to the equipment or facility will not be tolerated and criminal charges will be placed against as well as restitution. No profanity is allowed.

6. Children - Children must be supervised at all times. If a child is disruptive, (i.e. crying, screaming, running, etc.), the accompanying adult will be asked to control the child or leave. Children may not sit on the visitation window ledge. Children are not allowed to run or play within the visitation or lobby area. Diaper changing in the visitation or lobby area is prohibited.

7. Dress Code - Clothing must be of a modest, conservative nature.

The following guidelines will be enforced:

  • NO skirts/dresses shorter than 1inch above the knee
  • NO see-through clothing (lace, sheer, etc.)
  • NO low-cut shirts, blouses or t-shirts, or shoulder-less dresses
  • NO short shirts exposing the stomach or chest area (i.e. halters, back out shirts, spaghetti straps, camisoles, etc. with or without a cover-up are prohibited)
  • NO short shorts or cut-off shorts - Shorts must be no shorter than 3" above the knee
  • NO high-splits (skirts, slacks or shirts)
  • NO clothing with racial contexts, vulgarity, or profanity
  • NO headgear except for those for religious purposes
