The RCCC is a detention center located at 12500 Bruceville Rd Elk Grove, CA which is operated locally by the Sacramento County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Sacramento County accepts inmates from surrounding towns, Elk Grove Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The RCCC serves as the primary custody facility for inmates sentenced to County Jail from the Sacramento County Courts. It also houses pre-sentence detainees to manage population levels at the Main Jail and accommodates inmates en route to other jurisdictions, federal prisoners, and reciprocal prisoners from other counties. Additionally, it receives parole violators pending revocation hearings and serves as a central transportation point for defendants sentenced to State Prison. RCCC, classified as a Type II facility, accepts newly arrested individuals from law enforcement agencies in the southern part of Sacramento County. With over 180 Sheriff's Office employees, RCCC ensures inmates live in a safe, secure, and healthy environment.

Essential items not available at RCCC for an inmate's health and well-being may be accepted based on the determination of the Gatehouse officer. Inmate property releases are processed daily from 7:30 AM to 9:00 PM, and prompt release requires the inmate to submit a property release form in advance. Otherwise, forms can be obtained at the gatehouse, but processing may be significantly delayed. Inmates' clothing is typically not released unless they are being transferred to state prison. When picking up an inmate on their scheduled release date, individuals must report to the gatehouse between 4:30 and 5:00 AM. Inmates without transportation will be released at the Main Jail in Downtown Sacramento.
