SCI Houtzdale, a medium-security state prison, houses approximately 2,550 adult male inmates in open dormitories and multi-occupancy cells. Inmates are engaged in the correctional industry's work program, processing and distributing commissary orders for multiple State Correctional facilities. The institution offers vocational training in barbering, various construction disciplines, computer-aided drafting (CAD), warehousing, material handling, and custodial maintenance. Inmates can also pursue adult basic education and obtain a GED during their incarceration. Additional programs include sex offender treatment, addiction treatment, and self-help groups, with necessary dental, medical, and mental health services provided.
Construction of SCI Houtzdale began on March 20, 1994, aiming to expand cell space and alleviate prison overcrowding. Completed in December 1995, the facility was officially dedicated on January 5, 1996. Two additional housing units were constructed between August 1997 and October 1998, while a 150-bed modular housing unit, comprising two dormitory-style housing units with a central dayroom, was built in August 2010 and opened in August 2011.

Academic and vocational education programs cover a range of subjects, including adult basic education, GED preparation, barber school, building trades, business education, and more, with certification programs available in various fields. In October 2006, SCI Houtzdale initiated a Commissary Distribution Operation managed by Pennsylvania Correctional Industries (PCI), processing and distributing commissary orders for nine State Correctional Institutions. This operation, employing 90 inmates across AM and PM shifts at full capacity, serves as a vital aspect of the institution's operations.
