I did not serve my time in South Carolina. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about South Carolina comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that is already managing carefully.
South Carolina is a state of coastal growth and inland poverty. Charleston and the coastal corridor have boomed with tourism, retirees, and new industry. Columbia, Greenville, and Spartanburg are growing mid-size cities. But significant portions of the state -- the Pee Dee region, the Lowcountry's rural interior, the Corridor of Shame along I-95 -- are communities that have been economically distressed for generations. The families most touched by incarceration here are often in those communities, and the safety net they have access to is among the more restricted in the series.
Three things to name clearly before you apply.
First, South Carolina uses **two separate online portals** that do not share a login. If you need SNAP and TANF (Family Independence), apply at the DSS Benefits Portal (benefitsportal.dss.sc.gov). If you need Medicaid (Healthy Connections), apply at the Healthy Connections Citizen Portal (apply.scdhhs.gov). You will need to create separate accounts for each. This is different from most states in this series and is worth knowing before you sit down.
Second, South Carolina did not expand Medicaid. Healthy Connections covers children, pregnant women, and parents at very low income thresholds. Adults without dependent children are generally not eligible for Medicaid. If you are a non-parent adult who lost income because of incarceration, check healthcare.gov for marketplace coverage -- with reduced household income, premium tax credits may make a plan affordable.
Third, the SNAP phone interview is critical. After you apply, DSS will call you from a South Carolina area code or 800 number. Missing that call without rescheduling results in denial. If you miss the call, contact DSS at 800-616-1309 immediately.

SNAP (Food Assistance)
South Carolina SNAP is administered by DSS. South Carolina uses the standard federal gross income limit of 130% of the federal poverty level -- South Carolina has not adopted the BBCE expansion used by most states in this series. An asset test also applies for most households.
The maximum monthly SNAP benefit for a family of four with no income is approximately $994. Benefits are automatically deposited each month to the South Carolina EBT card.
Family Independence (TANF) and SSI recipients may be categorically eligible.
Phone interview required: After you apply, DSS will call you from a South Carolina area code or 800 number for a phone interview. If you miss the call, call DSS at 800-616-1309 immediately -- failure to interview without rescheduling results in denial.
ABAWD work requirements have been expanded to adults ages 18 to 64 (from the prior 18 to 54 limit) effective under the OBBBA. Contact your county DSS office to confirm current exemptions.
ESAP (Elderly Simplified Application Project): If everyone in your household is 60 or older and not working, you may qualify for ESAP -- a shorter application, 36-month certification period, and no renewal interview requirement.
The incarcerated person is excluded from the household for SNAP purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

Family Independence (FI -- TANF)
South Carolina's TANF is called Family Independence (FI). It provides temporary cash assistance to families with children. Benefit amounts are among the lower ones in this series: approximately $229 per month for a family with one child, $308 for two children, $388 for three children, for households with no other income. Work activities are required for most adult recipients. The 60-month federal lifetime limit applies.

Healthy Connections (Medicaid)
South Carolina did not expand Medicaid. Healthy Connections covers children, pregnant women, and parents of dependent children at very low income thresholds. Adults without dependent children are generally not eligible unless they qualify through a disability.
If you are a non-parent adult managing alone after incarceration removed your partner's income, check healthcare.gov for marketplace plans. With significantly reduced household income, premium tax credits may make coverage affordable or nearly free.
Children may qualify for Healthy Connections at higher income thresholds.

LIEAP (Low Income Energy Assistance Program -- LIHEAP)
South Carolina's LIHEAP is called LIEAP. It provides assistance with both heating and cooling costs. Typical benefit amounts: approximately $850 for heating, $775 for cooling, and up to $1,000 for a heating or cooling crisis. Administered through local Community Action Agencies.

Weatherization assistance is also available through local CAAs -- free insulation, weatherstripping, and appliance upgrades that reduce energy bills permanently. Ask about weatherization on the same call when you apply for LIEAP.
WIC
If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. South Carolina WIC provides monthly food benefits, nutrition education, and breastfeeding support through SC DHEC. Apply through your local WIC clinic or call 211 for referral.
SC Thrive

The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.
What I also know now is what the outside looks like. In South Carolina -- where the Family Independence benefit for two children is $308 a month, where Medicaid does not cover non-parent adults, and where SNAP stays at 130% FPL -- the household managing after incarceration has a thinner safety net than most states in this series. The programs that exist are real, but the gap they narrow is significant.
Set a commissary amount you can genuinely afford without threatening the household. Consistent small deposits on a reliable schedule are more useful to the person inside than unpredictable large ones. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.
School meals
Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. SNAP and Family Independence households often auto-qualify for free meals. South Carolina participates in SUN Bucks for summer grocery benefits.
Housing assistance
Apply for Section 8 and public housing through South Carolina State Housing Finance and Development Authority (schousing.com) and your local public housing authority as soon as possible.
Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.
Credit and debt
Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
