Texas: Resources for ICE Detainees

Texas holds more ICE detainees than any other state - 30+ facilities across four ICE Field Offices (Houston, Dallas, San Antonio, El Paso). Use the ICE Detainee Locator first. This guide covers major facilities, legal help, and bond. Updated June 2026.

This guide is for people detained by ICE in Texas and for their families. Texas holds more ICE detainees than any other state in the country, with more than 30 detention facilities spread across a state roughly the size of Western Europe. Facilities are managed by four ICE Enforcement and Removal Operations (ERO) Field Offices: San Antonio (South/Central Texas), Houston (East Texas, Gulf Coast), Dallas (North/Central Texas), and El Paso (West Texas). The right field office determines where bond is posted and who manages your family member's case. In 2025 and 2026, ICE dramatically expanded detention capacity in Texas - including reopening the South Texas Family Residential Center in Dilley for families with children (families are subject to Flores settlement rules), acquiring warehouses in El Paso ($123 million for 8,500-bed capacity) and San Antonio (1,500 beds on the East Side), and activating multiple new facilities. ICE arrests nationwide more than doubled in Texas-adjacent regions in 2025. This article covers the major facilities and how to navigate the system. Each Texas ICE detention facility is required to post a pro bono legal service list. Ask your family member to request this list from staff immediately. txilc.org/detention-centers maintains a mapping of which legal organizations serve each facility.

Step 4: Bond in Texas

Texas has eleven ICE ERO locations where immigration bonds can be posted in person (see field office addresses above). Bond amounts vary widely. A US citizen or lawful permanent resident must post bond. Bond can also be posted electronically through a licensed immigration bond agent - often the most practical option for remote facilities.

Payment: Money order, cashier's check, or certified check payable to 'Department of Homeland Security.' No cash.

Bond funds for Texas: National Immigrant Bond Fund (immigrantbondfund.org) - national fund requiring family contribution. Contact RAICES (raicestexas.org) for Texas-specific emergency bond assistance.

Step 5: Communication

Each Texas ICE facility has different communication systems, visiting schedules, and money procedures. Contact the specific facility directly for current information - do not assume one facility's rules apply to another.

General rules across most Texas facilities:

Visiting: Valid government-issued ID required. No phones, bags, or money inside. Contact facility for schedule, which may be organized by last name, housing unit, or day.

Mail: Include A-Number on envelope. Facilities inspect but do not read mail.

Money: Most Texas ICE facilities use Access Securepak, JPay, or facility-specific systems. Contact the facility for current money deposit instructions.

Phone: Detainees place outgoing calls. They cannot receive incoming calls. Systems include GTL/ConnectNetwork, Global Tel Link, and others.

Tablets: Many Texas ICE facilities have tablets for messaging - check facility page for app name.

Attorney visits: ERO eFile at ice.gov for VTC and phone appointments at most facilities.

Step 6: Texas Context and Your Rights

Texas holds more ICE detainees than any other state - and is expanding:

Texas has been the epicenter of the 2025-2026 ICE detention expansion. ICE purchased warehouses in El Paso (approximately $123 million, planned 8,500-bed facility) and San Antonio's East Side ($66.1 million, planned 1,500 beds). At least 16 facilities have been reopened or opened since January 2025. The South Texas Family Residential Center in Dilley was reopened for family detention (mothers and children) in 2025 after operating as adult-only under Biden. As of January 2026, DHS had confined more than 900 children in family detention for longer than 20 days - violating the 1997 Flores settlement's 20-day cap.

Dilley family detention conditions - 2025-2026:

The Dilley facility reached a daily population of 900 in January 2026 before declining sharply. A DHS measles outbreak was documented. A 2-month-old infant named Juan Nicolas was briefly hospitalized with bronchitis and returned to Dilley. Rep. Joaquin Castro called for the facility to be 'shut down immediately.' DOJ is also seeking to terminate the Flores settlement, which would eliminate the 20-day cap on child detention. If your child is being detained at Dilley or Karnes, contact RAICES Family Detention Project (raicestexas.org) immediately.

Four field offices - getting the right one matters:

Bond paperwork, deportation officer assignments, and case management all route through the specific ICE ERO field office covering each facility. Calling the wrong office wastes time. Use txilc.org or the ICE Detainee Locator to identify which field office manages your family member's case, then contact that office directly.

Do not sign anything without an attorney:

Contact RAICES at (888) 614-5400 or txilc.org before signing any Voluntary Departure document. In Texas's high-volume system, detainees face intense pressure to accept voluntary departure - which can bar reentry for 10 years.

Key rights every detainee has:

The right to speak with an attorney. Request the pro bono list. Contact RAICES and txilc.org immediately.

The right to a bond hearing (unless subject to mandatory detention). Contact an attorney immediately.

The right to communicate with your home country's consulate (free calls required).

The right to be free from physical and verbal abuse and medical neglect.

Children detained with parents at family facilities: the right to educational services; the right to not be held more than 20 days under the Flores settlement (currently being challenged by DOJ).
