I did not serve my time in Vermont. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Vermont comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household managing in an expensive, rural state.
Vermont is the second-smallest state by population in the country. Burlington is the largest city with fewer than 50,000 people. The state is largely agricultural and rural -- the Northeast Kingdom, the Champlain Valley, the Green Mountains -- communities where the winters are long, heating costs are significant, and the distance between you and the nearest service can be real. Vermont also has some of the highest housing costs relative to rural wages in New England, which means households here are often stretched before a crisis hits.
Vermont's safety net is one of the more generous in this series. 3SquaresVT -- Vermont's name for SNAP -- is at 185% of the federal poverty level. Medicaid expanded. Children are covered through Dr. Dynasaur up to 312% FPL. The Emergency/General Assistance program can cover acute crises beyond what the standard programs handle.
Two important operational notes before you apply.
First, Vermont uses different portals for different programs. 3SquaresVT (SNAP), Reach Up (TANF), LIHEAP, and child care assistance all go through the MyBenefits portal at mybenefits.vermont.gov. Vermont Medicaid and Dr. Dynasaur go through Vermont Health Connect at vermonthealthconnect.gov. These are separate systems. You will need to apply through both if you need food assistance and health coverage.
Second, "3SquaresVT" is Vermont's local name for SNAP. It is the same federal food assistance program -- the EBT card, the monthly grocery benefits -- with a Vermont brand name. When you see 3SquaresVT on the DCF website or the MyBenefits portal, this is the SNAP program.

3SquaresVT (SNAP / Food Assistance)
Vermont's SNAP program is called 3SquaresVT -- a name that reflects Vermont's food culture and community values. It is the same federal food assistance program available everywhere, administered by the Vermont Department for Children and Families (DCF).
Vermont uses BBCE at 185% of the federal poverty level with no asset test for most households. The maximum monthly benefit for a family of four with no income is approximately $975.
Benefits load onto the Vermont EBT card. Reach Up (TANF) and SSI recipients are categorically eligible for 3SquaresVT without a separate income test.
Crop Cash: At participating Vermont farmers' markets and farm stands, 3SquaresVT EBT spending on fresh fruits and vegetables is matched dollar for dollar up to $20 per visit. Vermont has a particularly dense network of participating markets.
The incarcerated person is excluded from the household for 3SquaresVT purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

Reach Up (TANF)
Vermont's TANF program is called Reach Up. It provides temporary cash assistance and employment support to families with children. Reach Up recipients are categorically eligible for 3SquaresVT without a separate income test.

Green Mountain Care (Medicaid) and Dr. Dynasaur
Vermont expanded Medicaid in 2014. Adults with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) qualify for Green Mountain Care through Vermont Health Connect, regardless of whether they have children or a disability. If household income dropped because of incarceration, check Medicaid eligibility for every adult.
Children qualify through Dr. Dynasaur -- Vermont's CHIP -- at significantly higher income thresholds, up to approximately 312% of the federal poverty level. This means most Vermont children qualify for coverage regardless of household income changes.

Vermont winters are real and long. Heating costs -- oil, propane, wood, pellets -- are a significant household expense from October through April. Apply for LIHEAP when the October window opens. Do not wait until midwinter.

Emergency/General Assistance
Vermont DCF administers an Emergency Assistance and General Assistance program for households facing an immediate financial crisis. This can cover acute needs including utility shut-offs, housing emergencies, and other crises not covered by standard programs. Ask DCF at 1-800-479-6151 about Emergency Assistance specifically if you are facing an immediate crisis.
WIC
If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. Vermont WIC provides monthly food benefits, nutrition education, and breastfeeding support through the Vermont Department of Health. Phone: 1-800-464-4343.
The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.
What I also know now is what the outside looks like. In Vermont, where housing costs relative to rural wages are high and where the heating bill from October through April is a significant fixed expense, the household managing on one income after incarceration is doing real math every month.
Apply for 3SquaresVT and Medicaid first. Then set the LIHEAP application as soon as October arrives. Then set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.
School meals
Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. 3SquaresVT and Reach Up households often auto-qualify for free meals. Vermont participates in SUN Bucks for summer grocery benefits.
Housing assistance
Apply for Section 8 and public housing through Vermont Housing Finance Agency (vhfa.org) and your local housing authority as soon as possible. In Burlington and the Chittenden County area, waitlists can be significant.
