Vermont's reentry housing system is one of the most distinctive in this directory - and one of the most honest about its gaps. The state has no federal BOP Residential Reentry Center at all. Vermont is one of only two states (the other is Hawaii) without a federal halfway house, forcing federal inmates from Vermont to serve their halfway house time in Boston, Manchester NH, or Providence RI. Dismas of Vermont operates the state's primary congregate transitional housing program, with 34 beds across four locations: Buell Street Dismas in Burlington (established 1986), East Allen Dismas in Winooski (opened 2008), Hartford Dismas House at 1673 Maple Street (opened 2013), and Rutland Dismas House (opened 1990). The model integrates formerly incarcerated residents with university students and international volunteers, building community around shared meals, peer support, and mutual accountability.

Dismas also operates a Satellite Apartment Program in Burlington and Rutland - 3/4-way housing where residents who've completed at least three months at a congregate house can move to shared apartments for 6-12 months while saving for independent living.

Pathways Vermont manages 98 DOC-funded scattered-site apartments across Vermont - the largest single housing portfolio in the state reentry system.
