I did not serve my time in Virginia. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Virginia comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that was counting on it.

Virginia is a state of striking contrasts. Northern Virginia -- Fairfax, Arlington, Prince William -- sits in the orbit of Washington, DC, with housing costs and cost of living that rival the most expensive metro areas in the country. Hampton Roads, Richmond, and the Shenandoah Valley represent different economic realities. Southwest Virginia and Southside Virginia are among the most economically distressed communities in the state -- coal country, tobacco country, places where incarceration has touched a disproportionate share of families.

Virginia expanded Medicaid in 2019, which means adults up to 138% of the federal poverty level now qualify for Cardinal Care -- Virginia's Medicaid brand -- regardless of whether they have children. SNAP is at 200% FPL with no asset test. The single portal for most programs is CommonHelp.

Three things worth naming before you apply.

First, Virginia's LIHEAP Fuel Assistance -- heating help for the winter -- has one of the narrowest application windows in this series. Applications are accepted only from approximately the second Tuesday of October through the second Friday of November. For the 2025-2026 heating season, that was October 14 through November 14. That is roughly four weeks. If you miss that window, you wait until the following October. If the window is currently open, apply immediately.

Second, Virginia has a program called PIPP -- the Percentage of Income Payment Program -- that sets your monthly electric bill at a percentage of your household income and forgives past-due balances when you pay your monthly bill on time. PIPP is a Virginia-specific program worth asking about when you contact your electric utility or local DSS office.

Third, a SNAP food restriction takes effect October 1, 2026. Sweetened carbonated beverages will no longer be eligible for purchase with Virginia SNAP benefits. All other federally approved food items remain eligible.

The first thing to do

Apply at CommonHelp: commonhelp.virginia.gov. Virginia's CommonHelp portal is the single online application for SNAP, TANF, Cardinal Care (Medicaid), the Virginia Energy Assistance Program (LIHEAP), and child care assistance. Apply for all programs at once.

SNAP (Food Assistance)

Virginia SNAP is administered by VDSS through local LDSS offices. Virginia uses BBCE at 200% of the federal poverty level -- the maximum allowed -- with no asset test for most households. The maximum monthly SNAP benefit for a family of four with no income is approximately $994.

Benefits load onto the Virginia EBT card. TANF and SSI recipients are categorically eligible for SNAP without a separate income test. Applying for TANF automatically counts as an application for SNAP.

An eligibility interview is required after you apply. This is typically done by phone and covers household composition, income, and expenses.

Food restriction: Beginning October 1, 2026, sweetened carbonated beverages will no longer be eligible for purchase with Virginia SNAP benefits. Verify the full list at dss.virginia.gov as that date approaches.

VaCAP note: Virginia's simplified SNAP program for elderly and disabled residents (VaCAP) ended June 1, 2026. Households previously on VaCAP now have SNAP cases handled through standard recertification. If your household was on VaCAP, contact your local LDSS to confirm your current status.

The incarcerated person is excluded from the household for SNAP purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

TANF (Temporary Assistance for Needy Families)

Virginia TANF provides monthly cash payments to families with children to help meet basic needs. Work requirements and time limits apply. Applying for TANF automatically generates a SNAP application as well.

Cardinal Care (Medicaid)

Virginia expanded Medicaid in 2019 under the Cardinal Care program. Adults with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) qualify for health coverage regardless of whether they have children or a disability. If household income dropped because of incarceration, check Cardinal Care eligibility for every adult.

Medicaid work requirements are not yet in effect in Virginia. OBBBA requires implementation by end of 2026; Virginia is not required to comply until October 2026. Monitor dss.virginia.gov or Legal Aid of Virginia (justice4all.org) for updates.

Virginia Energy Assistance Program (EAP -- LIHEAP)

Virginia's LIHEAP is called the Virginia Energy Assistance Program (EAP). It has four components:

Fuel Assistance: Helps pay winter heating bills. **Application window: approximately second Tuesday of October through second Friday of November** -- roughly four weeks only. For 2025-2026, this was October 14 through November 14. Apply the moment the window opens each October. If you miss it, you wait a year.

Crisis Assistance: Available year-round for households facing immediate heating emergencies -- broken equipment, utility shutoff, no fuel.

Cooling Assistance: Helps with summer cooling costs.

Weatherization Assistance: Free home energy efficiency improvements to reduce long-term energy bills.

Income limit: 150% of the federal poverty level.

PIPP (Percentage of Income Payment Program): Ask your electric utility or local DSS about PIPP. It sets your monthly electric bill at a percentage of your household income and forgives past-due electric balances when you pay on time. This is a Virginia-specific program that can provide ongoing monthly relief separate from LIHEAP.

WIC

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. Virginia WIC provides monthly food benefits, nutrition education, and breastfeeding support through the Virginia Department of Health. Apply through your local WIC clinic or dial 211 for referral.

The commissary question

Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.

What I also know now is what the outside looks like. In Virginia -- whether you are in Northern Virginia managing urban costs, in Hampton Roads, in Richmond, or in a rural county in Southwest Virginia -- the household managing on one income after incarceration is doing hard math every month.

Apply for SNAP and Cardinal Care first. When October arrives, apply for Fuel Assistance the day the window opens. Ask your electric utility about PIPP. Then set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

School meals

Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. SNAP and TANF households often auto-qualify for free meals. Virginia participates in SUN Bucks for summer grocery benefits.

Housing assistance

Apply for Section 8 and public housing through Virginia Housing (virginiahousing.com) and your local housing authority as soon as possible. In Northern Virginia and Hampton Roads, waitlists can be years long.

Credit and debt

Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
