The Old Wayne County Jail is a detention center located at 525 Clinton St Detroit, MI which is operated locally by the Wayne County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Wayne County accepts inmates from surrounding towns, Detroit Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Division II Jail (Established Jail) opened in 1929 and in 1996 four dormitories were converted to housing units with eight beds each. This increased the capacity to 770 beds. This is a linear supervision type jail.

JAIL WORK PROGRAMS:

Sentenced inmates who are classified as a low security risk are permitted to perform labor in the kitchen, laundry, housing units and support services areas. Work details include distribution of linen and jail issued clothing, removal and disposal of garbage/trash, sanitation and assisting with the transfer of materials/products from delivery trucks at the dock. Inmate workers are not compensated with currency, but can earn up to 25% sentence reduction for performing labor. The inmate worker program is operated in all three jails and annually saves over ten million ($10 million) dollars for Wayne County taxpayers.
Tether Program: The Wayne County Sheriff's Office operates a Tether Program that averages over 500 enrolled participants per day and over 3,000 enrollments per year. Sheriff's deputies use GPS technology to track and monitor the participants at all times. The Tether Program also utilizes alcohol monitoring equipment that is able to detect alcohol consumption through the skin of those participating in the program. The Tether Unit uses round the clock notification procedures from the Monitoring Centers in order to provide a quick response to violations of the program rules. The program receives participant referrals from all of the Wayne County District Courts and the Wayne County Third Circuit Court.

VETERANS JUSTICE OUTREACH PROGRAM:

The role of Veterans Justice Outreach Program (VJO) is to provide information and assessment services to eligible veterans involved with the criminal justice system. By utilizing alternative treatment options, eligible veterans can be to referred to appropriate VA and community services that will provide community readjustment, encourage adherence to treatment and prevent recidivism.

EDUCATION TRAINING RESEARCH SERVICES (ETRS):

Jail-based Felon/Misdemeanor programs. Jail Based Treatment Programs are designed to lead clients down the path of recovery by teaching them about the disease of addiction. Frequent interaction reinforces these principles, which will ultimately empower them to develop and maintain control over their thinking and actions. Additionally, the program will help clients to become stronger when relating to others and help them make different choices to prevent recidivism. WCSO offers the following ETRS programs: JB PLUS Personal Assessment and Growth Experience (PAGE): This is a cognitive behavior program that serves to assess a sentenced felony inmate's individual risks and needs for ceasing criminal behavior. This re-entry program prepares the inmate with a resource of cognitive tools along with community based support programs that are customized to meet individual needs. After the jail program completion, the inmate moves on to a second phase of community agencies that provide continued services including employment placement, substance abuse/relapse prevention and medical/mental health programs and housing. Domestic Violence (DVT): This award-winning Domestic Violence Transition Program is offered, sometimes required by court order, to all sentenced domestic violence offenders. The program involves intensive early intervention to correct cognitive behavior leading to family violence. This program provides tools for inmates to make choices of non-violent and non-assaultive behavior. Following the jail program completion, a community based program is started; recommendations by the facilitator are made on an individual case by case basis.
