I did not serve my time in West Virginia. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about West Virginia comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that is already managing in one of the most economically distressed states in the country.

West Virginia is Appalachian country -- coal communities rebuilding or grieving, small mountain towns, the opioid crisis that has touched nearly every county, deep family roots in a landscape that defines people's sense of identity. West Virginia has one of the lowest median household incomes in the country, one of the highest rates of substance use disorder, and communities where incarceration has touched a disproportionate share of families for generations. The safety net here is real, and the people navigating it often need to use all of it.

One thing that distinguishes West Virginia from most states in this series: WV PATH is a true unified single portal. SNAP, WV WORKS (TANF), Medicaid, WVCHIP, LIEAP energy assistance, and Medicare Premium Assistance all apply through one login, one application, one case file at wvpath.wv.gov. In neighboring states like Virginia or South Carolina, you navigate two or three separate portals for the same programs. In West Virginia, you do not.

Three additional things worth noting before you apply.

First, a note on agency naming: West Virginia reorganized its Department of Health and Human Resources (DHHR) in January 2024, splitting it into three separate agencies. The agency that runs SNAP, WV WORKS, and Medicaid is now called the Department of Human Services (DoHS). You may still see "DHHR" on older paperwork, forms, and some signage. The programs and phone numbers have not changed. DoHS is the current name.

Second, West Virginia's SNAP program has a soda restriction in effect since January 1, 2026. Carbonated, non-alcoholic beverages that contain sweeteners -- including sugar, high-fructose corn syrup, artificial sweeteners, diet sodas, and zero-calorie sodas -- are no longer eligible for purchase with West Virginia SNAP benefits through December 31, 2027. All other federally approved food items remain eligible.

Third, Summer EBT (SUN Bucks) for 2026 is available, but some households need to submit a paper application by August 20, 2026. Check at bfa.wv.gov/summer-ebt or call 1-877-716-1212 to see if your household needs to apply.

The first thing to do

Apply at WV PATH: wvpath.wv.gov. West Virginia's WV PATH (People's Access To Help) portal is a true unified single-application system for SNAP, WV WORKS (TANF), Medicaid, WVCHIP, LIEAP (LIHEAP), and Medicare Premium Assistance. Apply for everything at once.

SNAP (Food Assistance)

West Virginia SNAP is administered by DoHS through the Bureau for Family Assistance. West Virginia uses BBCE at 200% of the federal poverty level with no asset test for most households. The maximum monthly SNAP benefit for a family of four with no income is approximately $994.

Benefits load onto the West Virginia EBT card. WV WORKS (TANF) and SSI recipients are categorically eligible for SNAP without a separate income test.

SNAP soda restriction: Effective January 1, 2026 through December 31, 2027, carbonated non-alcoholic beverages that contain any sweetening agent -- including sugar, high-fructose corn syrup, artificial sweeteners, diet sodas, and zero-calorie sodas -- are no longer eligible for purchase with West Virginia SNAP benefits. All other federally approved food items remain eligible.

ABAWD work requirements have been expanded to adults ages 18 to 64 without dependents under 14. Contact DoHS at 1-877-716-1212 to confirm current exemptions.

The incarcerated person is excluded from the household for SNAP purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

WV WORKS (TANF)

West Virginia's TANF is called WV WORKS. It provides monthly cash assistance to eligible families with children under 19. A family of three with no income may receive up to approximately $542 per month. Most WV WORKS recipients also receive SNAP and Medicaid, though these are determined separately. Recipients must sign a Personal Responsibility Contract and participate in work activities. Educational opportunities -- vocational training, college, job skills -- are available through the WV WORKS program.

Medicaid (Mountain Health Trust)

West Virginia expanded Medicaid under the ACA. Adults with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) qualify for health coverage regardless of whether they have children or a disability. If household income dropped because of incarceration, check Medicaid eligibility for every adult.

West Virginia Medicaid is delivered through Mountain Health Trust, the state's managed care brand. When enrolled, you are assigned to a managed care plan.

WVCHIP: Children's health coverage for children whose family income is too high for Medicaid but below approximately 305% FPL. Apply through WV PATH.

LIEAP (LIHEAP -- Low Income Energy Assistance Program)

West Virginia's LIHEAP is called LIEAP. Applications are accepted November through March. Income limit: 150% FPL. Payments go directly to utility companies or fuel vendors.

WIC

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. West Virginia WIC provides monthly food benefits, nutrition education, and breastfeeding support. Apply online at wvwichousehold.wvdhhr.org, by phone at 877-982-2447, or at your local WIC clinic.

The commissary question

Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.

What I also know now is what the outside looks like. In West Virginia, where the economic margin is often thin and where many households are managing recovery alongside everything else, the financial gap that opens after incarceration is real and immediate. The programs here -- SNAP at 200% FPL, Medicaid expansion, WV WORKS, LIEAP -- are the tools that keep a household functioning.

Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

School meals

Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. WV WORKS and SNAP households often auto-qualify for free meals. Summer EBT (SUN Bucks) is available for 2026 -- some households must apply by August 20, 2026 at bfa.wv.gov/summer-ebt.

Housing assistance

Apply for Section 8 and public housing through West Virginia Housing Development Fund (wvhdf.com) and your local housing authority as soon as possible.

Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.

Credit and debt

Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
