INTRO

West Virginia's reentry housing landscape is unlike most states in this directory - and frankly more honest about it. The state has no WVDCR-operated halfway house network. As recently as 2021, state legislators explicitly noted that West Virginia lacks a statewide reentry program for parolees, with Day Report Centers (non-residential supervision alternatives) filling most of the community corrections role.

For residential reentry housing, the federal track and the recovery housing track are the two real systems operating in the state. The Bureau of Prisons contracts with Dismas Charities for federal RRCs in St. Albans (Kanawha County, zip 25177) and Clarksburg (Harrison County, zip 26301) - both under RRM Baltimore. A 2025 BOP solicitation sought a third Kanawha County RRC covering 23 southern West Virginia counties; check bop.gov for the awarded contract.

On the recovery housing side, the West Virginia Alliance of Recovery Residences (WVARR) maintains a certified list of recovery residences at wvarr.org - many of which accept individuals transitioning from the judicial system. SEX OFFENDER RESTRICTIONS IN WEST VIRGINIA

West Virginia's current sex offender residency restriction (WV Code §62-12-26) applies only to individuals adjudicated as violent sexual predators or those serving a 10-years-to-life supervised release term - not to all registered sex offenders. The restriction prohibits residing or working within 1,000 feet of schools, childcare facilities, or victims' residences.

In the 2026 legislative session, SB 500 proposed extending a 1,000-foot buffer from schools, parks, and playgrounds to all registrants - a significant expansion.
