If someone you love is locked up in West Virginia, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. West Virginia's Division of Corrections and Rehabilitation (WVDCR) uses ConnectNetwork (operated by ViaPath/GTL) for all inmate trust fund deposits. One thing that trips up families: phone calls and video visits run through a completely separate platform called GettingOut. Money you deposit through ConnectNetwork for the trust fund does not automatically fund phone calls.
West Virginia is also unusual in that WVDCR operates both state correctional facilities and regional jails under one agency. There are 24 total adult facilities - 13 state prisons and 11 regional jail facilities - all under WVDCR. The deposit process is the same for all of them.
State prisons and regional jails: WVDCR and ConnectNetwork
All trust fund deposits for WVDCR facilities go through ConnectNetwork. You need the inmate's SBI number (State Bureau of Identification number) to make a deposit. Find it using the WVDCR Offender Search at dcr.wv.gov.
Four ways to deposit
Online - go to ConnectNetwork.com and create or sign in to your account. Select the West Virginia DCR facility and find the inmate by name or SBI number. Pay by Visa or Mastercard credit or debit card. Trust Fund deposits made online are transmitted to the facility within one business day.
By phone - call 888-988-4768 (888.988.4PMT). Available 24 hours a day, 7 days a week. Have the inmate's SBI number and a Visa or Mastercard ready. A Site ID may be required - find it on the ConnectNetwork West Virginia DCR facility page.
By app - download the ConnectNetwork app for iOS or Android. Same process as online.
Walk-in retail cash - start the payment online in your ConnectNetwork account, then complete the transaction with cash at a participating retail store. Over 26,000 locations nationwide including Walmart, Kroger, ACE, and Kmart. Many are open 24 hours. Find a location through your ConnectNetwork account or at cfp_locator.gtlfsonlinepay.com.
By mail (money order) - a specific WV-DCR deposit form is required. Download the Trust Fund deposit form from the ConnectNetwork payment options page at web.connectnetwork.com/payment-options. Complete the form, attach your money order, and mail per the instructions on the form. Mail and retail deposits are generally processed the next business day after receipt.
WVDCR no longer accepts money orders mailed directly without the ConnectNetwork deposit form or mailed to facility addresses. Use the ConnectNetwork process.
Parole supervision fees and electronic monitoring payments are separate from trust fund deposits. ConnectNetwork also has specific forms for both - available at the same payment options page. Do not use the trust fund form for supervision fees.
Phone calls and video visits: GettingOut
Phone calls and video visits at WVDCR facilities run through GettingOut - a separate platform from ConnectNetwork. Go to GettingOut.com or download the GettingOut app for iOS or Android. For support, use the guide linked from dcr.wv.gov/services/offenderservices/Pages/calling.aspx.
GettingOut and ConnectNetwork are different companies with different accounts. Money deposited to ConnectNetwork for the trust fund will not fund phone calls through GettingOut.
ConnectNetwork also offers AdvancePay (prepaid account for calls to your specific phone number) and PIN Debit (inmate-managed account for calls to any approved number) through its phone services. Check the WVDCR facility page on ConnectNetwork to see which phone service options apply.

Federal custody in West Virginia
The Federal Correctional Complex Hazelton in Bruceton Mills, WV is the major federal facility in the state. It includes USP Hazelton (high-security), FCI Hazelton (medium-security with Secure Female Facility), and a satellite prison camp. All are operated by the Bureau of Prisons.
For federal inmates at Hazelton or any BOP facility, deposits go through the BOP Trust Fund - not through WVDCR or ConnectNetwork. Use Western Union, MoneyGram at retail, or online at bop.gov. You need the eight-digit BOP register number. Do not send money to the prison's mailing address for BOP deposits - all BOP funds go to the processing center in Des Moines, Iowa.
