St. Croix Correctional Center (SCCC), inaugurated in New Richmond in January 1991, serves as a beacon of rehabilitation through its Challenge Incarceration Program (CIP). The facility encompasses a 56,000-square-foot structure, initially completed in 1994 and expanded in 2014, housing administrative offices, inmate dormitories, dining, and recreational facilities. An additional modular structure, built in 2003, accommodates female offenders in separate dormitories. With a staff comprising 56 members, including security and non-security personnel, SCCC emphasizes supervision and comprehensive programming.

The CIP at SCCC offers a structured path to rehabilitation, with participants expected to complete all program components in a minimum of 180 days. While voluntary, the program mandates all elements, focusing on discipline and rehabilitative programming. Inmates engage in physical activities, manual work assignments, AODA treatment, educational programming, and group interactions aimed at fostering rational thinking and responsible behavior.

SCCC's commitment to evidence-based practices underscores its dedication to effective Alcohol and Other Drug Abuse intervention strategies. Moreover, inmates are provided opportunities for educational advancement, including individual tutoring to attain a High School Equivalency Diploma. Community engagement initiatives, such as the community service crew and partnerships with local organizations like the Fox Valley Humane Society and the Department of Natural Resources, further enrich the rehabilitation process.

Beyond incarceration, SCCC prioritizes pre-release planning to facilitate successful community reintegration. Through individualized release planning, positive family connections, and post-release support services, the center empowers participants to take responsibility for their actions and transition back into society with the necessary skills and support systems.
