I did not serve my time in Wisconsin. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Wisconsin comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that is managing through cold winters and a varied economy.
Wisconsin is a state of dairy farms, manufacturing, and Great Lakes communities. Milwaukee, Madison, Green Bay, and Racine anchor urban life. Rural communities across the north and west have their own economic rhythms. Wisconsin winters are genuine -- Lake Michigan and Lake Superior shape the climate in ways that make heating costs a major household expense from October through May.
Wisconsin's safety net has its own distinctive character. FoodShare -- Wisconsin's name for SNAP -- is at 200% of the federal poverty level. The energy assistance program (WHEAP) has one of the highest maximum benefits in this series. But BadgerCare Plus, Wisconsin's Medicaid program, only covers adults up to 100% of the federal poverty level, not 138% like most expansion states. Adults with income between 100% and 138% FPL should check healthcare.gov for marketplace coverage with premium tax credits.
Four things to know before you apply.
First, Wisconsin calls SNAP "FoodShare." This is the same federal food assistance program available everywhere -- EBT card, monthly grocery benefits -- with Wisconsin's local name.
Second, BadgerCare Plus covers adults up to 100% FPL (approximately $1,330 per month for a single adult in 2026). If your income falls between 100% and 138% FPL, you do not qualify for BadgerCare Plus, but you do qualify for heavily subsidized marketplace coverage through healthcare.gov. There is no gap -- you are covered either through BadgerCare or through the marketplace with premium tax credits.
Third, Wisconsin's TANF program -- called W-2 (Wisconsin Works) -- is an employment-first program run through county W-2 agencies, not through the ACCESS portal used for FoodShare and BadgerCare Plus. If you need cash assistance for your family, contact your county W-2 agency directly.
Fourth, WHEAP (Wisconsin's LIHEAP) has a maximum heating benefit of $2,147 -- one of the highest in this series. Apply as soon as the October 1 window opens.
The first thing to do
Apply for FoodShare and BadgerCare Plus at ACCESS: access.wi.gov. Wisconsin's ACCESS portal is the single application for FoodShare (SNAP), BadgerCare Plus (Medicaid), WHEAP (LIHEAP), and other DHS programs.
DHS Customer Service: 1-800-362-3002.
For W-2 (TANF cash assistance): Contact your county W-2 agency directly. W-2 is not applied for through the ACCESS portal. Call 608-266-3681 or dial 211 for your county W-2 agency.
In person: Local county or tribal agency. Wisconsin administers FoodShare and BadgerCare Plus through 72 county agencies and tribal organizations.
Dial 211 (Wisconsin 2-1-1) for local emergency food, utility, and housing resources.
FoodShare (SNAP)
Wisconsin's SNAP program is called FoodShare. It is administered by DHS through county and tribal agencies. Wisconsin uses BBCE at 200% of the federal poverty level with no asset test for most households. The maximum monthly benefit for a family of four with no income is approximately $994.
Benefits load onto the Wisconsin Quest Card (EBT card). W-2 (TANF) and SSI recipients are categorically eligible for FoodShare without a separate income test.
An interview is required after application -- typically by phone, though in-person is available on request.
FoodShare Market Match: At participating Wisconsin farmers' markets, FoodShare EBT spending on fresh fruits and vegetables is matched dollar for dollar up to $25 per visit.
The incarcerated person is excluded from the household for FoodShare purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.
Apply: access.wi.gov. Phone: 1-800-362-3002. In person: County or tribal agency.
W-2 (Wisconsin Works -- TANF)
Wisconsin's TANF is called W-2 -- Wisconsin Works. It is an employment-first cash assistance program for families with children, run through county W-2 agencies and private contractors, not through the DHS ACCESS portal.
W-2 places participants in one of four employment tiers based on their job readiness and places significant emphasis on work activities. W-2 recipients are categorically eligible for FoodShare.
To apply for W-2, contact your county W-2 agency directly. Find your county agency by calling 211 or 608-266-3681, or searching at dcf.wisconsin.gov.
BadgerCare Plus (Medicaid)
Wisconsin's Medicaid program is called BadgerCare Plus. Wisconsin has a Section 1115 federal waiver that covers adults ages 19 to 64 with income at or below 100% of the federal poverty level (approximately $1,330 per month for a single adult in 2026), regardless of whether they have children or a disability.
Important: BadgerCare Plus covers adults up to 100% FPL only -- not 138% FPL like most Medicaid expansion states. If your income falls between 100% and 138% FPL, you do not qualify for BadgerCare Plus, but you qualify for subsidized marketplace coverage through healthcare.gov. At those income levels, premium tax credits are significant.
If household income dropped because of incarceration, check BadgerCare Plus eligibility for every adult. Those below 100% FPL qualify for BadgerCare. Those between 100% and 138% FPL should go to healthcare.gov.
Children qualify at higher income thresholds.
Apply: access.wi.gov. Phone: 1-800-362-3002. Also healthcare.gov for 100-138% FPL adults.
WHEAP (Wisconsin Home Energy Assistance Program -- LIHEAP)
Wisconsin's LIHEAP is called WHEAP -- the Wisconsin Home Energy Assistance Program. WHEAP has one of the highest maximum heating benefits in this series: up to **$2,147** for heating assistance. Crisis assistance is available up to $1,200. Income limit: 60% of State Median Income. Application window: **October 1 through May 15**.
Wisconsin winters in the north and along the lake shores are demanding. Apply for WHEAP as soon as October 1 arrives. Do not wait until February.
Apply: access.wi.gov or local community action agency. Phone: 1-800-362-3002. Dial 211 for local agency referral.
If approved for WHEAP, customers of some municipal and co-op utilities automatically qualify for additional utility assistance programs through their utility's internal low-income programs -- ask your utility when your WHEAP approval comes through.
WIC
If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. Wisconsin WIC provides monthly food benefits, nutrition education, and breastfeeding support. Apply through your local WIC clinic or dial 211 for referral.
The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.
What I also know now is what the outside looks like. In Wisconsin, where heating costs from October through May are a real household expense and where the gap between BadgerCare Plus's 100% FPL threshold and the marketplace begins matters for some households, the remaining adult managing alone after incarceration is doing hard math every month.
Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.
School meals
Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. FoodShare and W-2 households often auto-qualify for free meals. Wisconsin participates in SUN Bucks for summer grocery benefits.
Housing assistance
Apply for Section 8 and public housing through Wisconsin Housing and Economic Development Authority (wheda.com) and your local housing authority as soon as possible.
Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.
Credit and debt
Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
