The Kenneth “Honey” Rubenstein Juvenile Center serves as the state's minimum security correctional facility for juvenile males, accommodating up to 84 individuals aged 15 to 20. Combining military regimentation with cognitive therapeutic approaches, the program assists youth in decision-making, behavior management, and other initiatives aimed at fostering positive citizenship. Emphasizing role modeling, teamwork, communication, responsibility, and accountability, the center aims to develop healthy relationships and high expectations among participants.

Admission criteria for the program include being male, aged 15 to 20, adjudicated for delinquent offenses before turning 18, without adult charges pending, and assessed as low risk for escape, violence, sexual assault, and arson. The Leadership Academy program, comprising five phases or cadet stages, guides cadets through structured activities to instill accountability, responsibility, and leadership qualities. Senior Cadets, attaining the highest status, may apply for placement in the Leadership Cottage, reserved for those demonstrating exemplary leadership abilities and working towards community reintegration.

Cadets undergo individualized treatment plans, focusing on personal growth, goal-setting, and positive behavior reinforcement. Community service within Tucker County is mandatory, fostering accountability and restitution to affected communities. Cadets engage in various tasks, from kitchen and laundry duties to assisting local food pantries and parks maintenance, promoting a sense of responsibility and civic duty.

The Rubenstein programs and treatments emphasize youth development, leadership, and skill-building, preparing individuals for the challenges of adolescence and adulthood. Participants learn decision-making, citizenship, and coping skills while addressing issues such as substance abuse, anger management, victim awareness, and life skills. Through group sessions and individualized plans, youth analyze their strengths, set goals, and overcome barriers, ultimately striving towards independence and positive social integration.
