Located at 38 Grapevine Rd in Martinsburg, WV, Martinsburg Correctional carefully assigns inmates based on their custody level, considering factors like criminal history. Martinsburg Correctional offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

Martinsburg Correctional Center plays a pivotal role in the West Virginia Division of Corrections' vision by implementing effective intake, security, and classification policies to conduct accurate diagnostic assessments on all inmates. This strategic approach aims to enhance the potential for successful reentry, diminish the rate of recidivism, and bolster safety and security across the state. Established in October 2005, the Martinsburg Correctional Center initially served as an intake facility for male inmates, with plans to become the diagnostic facility for the DOC. While inmates spend only a short duration here before transfer to other facilities, visitation is not permitted, and inmate programs are limited.

Originally serving as the Eastern Regional Jail since 1989, the Martinsburg Correctional Center and Jail boasts a 120-bed capacity. The facility prioritizes inmate rehabilitation efforts by offering various educational programs, both vocational and academic, administered by the State Department of Education. These programs include the Adult Basic Education Program, enabling inmates to pursue or obtain GED certificates, alongside vocational courses ranging from Auto Mechanics to Computer Lab instruction.

Moreover, the Martinsburg Correctional Center facilitates comprehensive substance abuse treatment through programs like ALADRUE and Long-term Residential Substance Abuse Treatment (RSAT) Units. ALADRUE, a three-tiered non-residential substance abuse program, addresses the diverse needs of incarcerated offenders struggling with drug and alcohol abuse, focusing on psychoeducation, recovery, and relapse prevention. RSAT Units operate within five Division of Corrections facilities, providing intensive treatment programs to overcome addictions and reduce recidivism rates.

Additionally, the facility emphasizes anger management through cognitive-behavioral programs designed to enhance offenders' abilities to manage emotions and interact socially. Furthermore, WV Correctional Industries, established in 1939, serves as both a correctional program and business entity, supplying government and non-profit organizations with various necessities while providing inmates with valuable skills training to reduce idleness and recidivism. Through these multifaceted initiatives and programs, the Martinsburg Correctional Center and Jail actively contributes to inmate rehabilitation and societal reintegration efforts in West Virginia.
