can I get a local number for my inmate in the USP Canaan?

Ok how can I get a local number for my inmate in the USP Canaan Facility I have a account with telepigeon but every time I call its the same answer. We don't have a local number available, so my question, how can I get an available local number and a cheap rate so I can talk to him its been over a month now?
