If a physician or mid-level provider at the facility evaluates him and determines that orthopedic shoes or a brace are medically necessary, the BOP is obligated to provide them or authorize them at no cost to him.

If he submits a sick call and gets no meaningful response, the next step is filing a formal administrative remedy, which creates a paper trail and puts the institution on notice. From your end, you can help by contacting the facility's Health Services department directly, explaining the situation, and asking what the process is for getting medically necessary footwear approved. You can also contact his case manager. Putting pressure on the right people from the outside, professionally and persistently, does move things along faster than waiting for the internal system to act on its own.
