It depends on the facility. There is no universal rule, and policies vary considerably between county jails, state prisons, and federal facilities.
Some county jails do allow family members to bring or send clothing directly, particularly for inmates who are awaiting trial and have not yet been issued a facility uniform. In those cases there are usually strict guidelines about what is acceptable, specific colors, no underwire, no gang-affiliated colors, and items must often be new with tags attached.
Most state and federal prisons do not allow clothing to be sent from home at all. Instead, any clothing beyond the standard-issued uniform is purchased through the commissary or through an approved vendor program. The selection is limited and facility-specific, typically a few styles of approved sneakers, sweatshirts, or thermal underlayers that meet the facility's security requirements.
Before sending anything, call the facility directly and ask specifically about their clothing policy. Ask whether outside clothing is permitted, what the approved vendor process is if applicable, and what restrictions apply to items purchased through the commissary. Getting a clear answer before spending money saves the frustration of having items rejected at the mail room.
If the facility does not accept clothing from outside, putting money on your family member's books so they can purchase what they need through the commissary is the most reliable alternative.
