It is not a good idea and in many facilities it will get your letter rejected before it ever reaches your inmate.

Perfume and cologne on mail are prohibited at most correctional facilities because scent can be used to mask the smell of drugs or other contraband during mail room inspections. Many facilities post this restriction explicitly in their mail policies, and officers who detect a scented letter will often discard or return it without delivering it.

Lipstick impressions on envelopes or letters are similarly restricted at most facilities. The concern is the same: anything added to a letter beyond plain ink on paper raises flags during inspection.

The goal is for your letter to get through. Keeping it simple, plain paper and standard ink, with no added substances or embellishments, is the approach that reliably works. The words themselves carry more than enough of what you want to convey, and they will actually reach your inmate when the letter is not flagged at the mail room.
