What are the rules for visiting an inmate in segregation?

My fiance' is in pinckneyville correctional centers in Illinois. He has been in segregation since Aug 2014 and as of yesterday, February 12, 2015 was his last day of seg. I am going to visit him this weekend after I figure out where I'm staying overnight with my daughter because it is a 5.5 hour drive each way. My question is when will he be able to call me?. I set up account with secure us but I have yet to hear from him. Any information would be greatly appreciated and I will also set up account through inmateaid service as well. Again any information would be greatly appreciated.

Yes, he should be able to call you unless there is some restriction on him related to the segregation. There are two types of segregation, one is administrative, which gives the inmate slightly more options. The other is disciplinary segregations which is super-strict.
