What Does Class 4 Yard Mean at Kingman Prison in Arizona?

A friend is in kingman prison on class 4/4 yard is that a max yard and does that means he keeps getting in trouble.. I tried to send a secure pak they said he can't recieve one at this time do u think it's cuz he is in trouble will he still get my letters can they legally hold it. And the drug game in there is it really bad I am worried
