Phone access hours depend on what type of facility your loved one is housed in. Here are the general guidelines for each system.
Federal facilities typically have phone access available from 6:00 AM to 9:30 PM. These hours are relatively consistent across federal institutions though individual housing unit schedules may vary slightly depending on programming and meal times.
State prisons generally operate phone access from around 9:00 AM to 8:00 PM. State systems vary more than federal so confirming the specific hours at your loved one's facility is worth doing once they are settled in and know their unit's schedule.
County jails are the most flexible and in many cases phones are available around the clock. This reflects the shorter term nature of county jail populations and the higher proportion of pre-trial detainees who have not yet been convicted.
There is one important caveat that applies to every facility regardless of type. When an incident occurs inside the facility a lockdown can be instituted immediately and without warning. During a lockdown all phone access is suspended until the situation is resolved and normal operations resume. This can last anywhere from a few hours to several days depending on the severity of the incident.
If your loved one suddenly stops calling during their normally reliable window a lockdown is one of the first things to consider. It does not necessarily mean anything is wrong with them personally. It may simply mean the entire facility is restricted until order is restored.
The best source for current phone hours at your loved one's specific facility is the inmate themselves once they know their unit's schedule, or the facility directly if you need the information before they have had a chance to communicate it to you.
