The typical path after extradition back to the originating state runs through the county jail first before any transfer to state prison occurs.

When someone is extradited back to Kentucky from Pennsylvania they will almost certainly be transported to the county jail in the jurisdiction where their original case was handled. That is where the parole revocation hearing takes place before a judge or parole board. Until that hearing is complete and a formal decision is made on the violation the person stays in county custody rather than being transferred directly to a state facility.

Once the revocation hearing happens and the board or judge determines how much time will be reinstated, a transfer to state prison follows if the time imposed warrants it. Short revocation sentences sometimes get served out in county while longer ones result in transfer to a state facility.

On the time question, absconding from supervision typically results in reinstatement of the full remaining sentence that was left when the person walked away. The parole board views absconsion as a serious violation of the trust extended at release and the standard response is to take back whatever time remained rather than offering any credit for time spent successfully on supervision before the absconding.

Additional time on top of the original sentence is less common when the only violation is the absconsion itself with no new criminal charges attached. If he kept his nose clean while he was gone and did not pick up any new charges in Pennsylvania or elsewhere, the exposure is generally limited to completing what was originally left on the sentence rather than facing new charges on top of it.
