Many county facilities, including the house of corrections, operate visitation on a strict schedule with limited slots available per inmate per visiting period. Being on the approved list confirms eligibility but does not guarantee entry if the available slots for that inmate's unit or pod are already filled when you arrive. Some facilities require visits to be scheduled in advance rather than allowing walk-ins, and showing up without a reservation results in being turned away, even with approved status.
Another possibility is a temporary restriction specific to your fiancé's housing unit rather than to you personally. If his unit is on a modified schedule, undergoing a shakedown, or dealing with a staffing shortage that day, visitation for that unit can be suspended without notice while the rest of the facility continues normally. The staff telling you that you are on the list but cannot visit at that time may be communicating a unit-level restriction rather than anything about your specific approval status.
A third possibility worth exploring is whether there is a notation on your visitor record that is not being communicated clearly. Prior incidents, a background check flag, or an administrative hold on your visiting privileges that was never formally explained can produce exactly this situation, where you are technically listed but functionally blocked.
The right move is to ask the facility directly and specifically for the reason you are being turned away each time it happens and request that explanation in writing. If the reason changes from visit to visit or cannot be clearly articulated, that is worth escalating to the facility's visitation supervisor or the warden's office in writing.
