Why my transferred inmate not be listed on the jail roster?

they transferred my friend from prison to county cause she was sent a writ to testify in another case is it common the inmate would not be listed on the normal inmate roster?

no, it is not normal unless the witness is in protective custody and their whereabouts are to be kept quiet
