INTRO

If your loved one is approaching release from an Arizona prison, the state's reentry housing system is undergoing significant expansion - driven in part by Governor Hobbs' Executive Order 2025-08, which established a Reentry 2030 Working Group with a goal of connecting 100% of eligible releasing inmates to qualifying services within 30 days of release by June 2029. Arizona is investing more in reentry infrastructure than at any point in recent memory.

For federal inmates, Arizona is covered by BOP Residential Reentry Management Phoenix - one of the few RRM offices in the country that oversees three states: Arizona, southern Nevada, and Colorado. The RRM Phoenix office at 230 North First Avenue in downtown Phoenix coordinates all federal RRC placements statewide. Federal placement begins with the unit team review 17-19 months before release.

For state inmates, the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) - notably rebranded to signal its reentry mission - oversees community supervision and contracted programs through its Community Reentry Division. ADCRR does not publish a public list of contracted housing providers, but the Community Reentry offices in Phoenix and Douglas can direct families to available options.

HOW FEDERAL RRC PLACEMENT WORKS IN ARIZONA

ADCRR COMMUNITY PROGRAMS FOR STRUGGLING SUPERVISEES

Two ADCRR programs provide residential placement for state supervisees who are struggling on community supervision - not traditional halfway houses, but important safety nets:

The Community Accountability Program (CAP) provides cognitive behavioral counseling, electronic monitoring, and structured support for high-risk individuals at risk of returning to prison.

The Residential Community Behavior Modification Program (A.R.S. §42-3106) places individuals in residential treatment for up to 90 days when they are relapsing or demonstrating high needs. This is an intervention - not a standard release pathway - but families should know it exists.
