Arkansas has two separate phone systems. The Arkansas Division of Correction (ADC) operates all state prisons under a statewide contract with Securus Technologies. Arkansas's 75 counties operate their own jails and contract phone services independently.
One critical Arkansas-specific step: to receive calls from an ADC state prison inmate, you must first be approved and added to the inmate's phone list. The application form is obtained from the inmate, not from staff. This process requires Warden approval.
Arkansas uses "inmates" for state prison populations and "residents" for community correction and work release center populations.
PART 1 - ARKANSAS STATE PRISONS (ADC)
The Arkansas Division of Correction contracts with Securus Technologies for all phone services at its state prison facilities.
Step 1 - Get on the phone list
Before you can receive calls, you must be approved for the inmate's phone list. Here is how it works:
The inmate must give you a Visitation/Telephone Contact Request and Authorization Form. You cannot obtain this form from ADC staff. Only the inmate can provide it.
Fill out the form and return it. Once submitted, the Unit Visitation Clerk adds your name and phone number to the inmate's approved list. Warden approval is also required.
Additional restrictions:
- Immediate family members with a past felony conviction must wait 60 days after release from confinement before applying
- If the applicant is currently on community supervision (probation or parole), their supervising officer must submit written approval directly to the unit before an application will be considered

Step 2 - Set up a Securus account
Once you are on the approved list, set up a Securus account to receive calls.

Two account types:
AdvanceConnect Prepaid: You fund an account tied to your phone number(s). The inmate calls your number and the cost is deducted from your balance. You can add multiple phone numbers to one account (home, cell, work, relatives). Maximum funding is $50 per transaction. Calls connect to cell phones subject to facility restrictions.
Inmate Debit: You fund the inmate's Securus calling account directly. The inmate can call any approved number on their list without requiring each person to create a separate account. No separate account is needed on your end to fund this option.
Call rules at ADC
- 30-minute maximum per call (excludes attorney calls)
- All calls except attorney calls are recorded
- Three-way calling and call forwarding are prohibited - violations may result in loss of phone privileges
- All outgoing calls only; you cannot call the inmate directly
Deposit limits and restrictions
- Minimum deposit: $25 for a phone account; $10 for a trust account
- Maximum: $50 per AdvanceConnect transaction
- Maximum: 2 payments per credit card per week
- Maximum: $100 per credit card per day
- Maximum: 4 deposits per inmate per day
- Maximum: $100 per inmate per day
- Allow 2 business days for processing

- Not accepted: payroll cards, prepaid cards, reloadable cards
Money order option (changed January 2025):
Direct mail money order deposits to ADC are no longer available as of January 1, 2025. If you want to use a money order, the inmate must mail you an "Inmate Prepaid Telephone Deposit Slip." Make the money order payable to the inmate's name and ADC number, and mail with the completed slip to:

Securus eMessaging allows family and friends to send messages and photos to inmates. The ADC does not offer the VideoGram option.

All messages and photos are reviewed by facility staff before delivery. If a message or photo is rejected, you will receive an email notification. Stamps are not refunded for rejected messages.
Tablets - Securus SecureView
ADC offers a monthly tablet lease program through Securus SecureView. Eligible inmates (Class I or II in general population, or Death Row/Safe Keeping) can receive a tablet leased by family or friends.

Tablet authorized use hours: Sunday 8:00am to 10:30pm; Monday through Thursday 4:30pm to 10:30pm; Saturday 8:00am to 12:30am
One tablet per inmate. If the inmate's classification is reduced below Class I or II, tablet privileges are revoked and the tablet is returned to the vendor.
Inmates can make phone calls from the tablet; all phone rules apply to tablet calls.
Video visitation - Securus
Video visits are available to approved visitors (must be on the inmate's phone and visitor list). Schedule at least 48 hours in advance through the Securus system.
Cost: $5.00 per 30-minute session (effective January 2025)
Hours: Monday through Friday 4:00pm to 9:00pm; Saturday and Sunday 9:00am to 9:00pm
Supermax facility hours: Monday, Wednesday, Friday, and Sunday 8:00am to 2:30pm only; no visits Tuesday, Thursday, or Saturday
Attorneys may not use the ADC video visitation system.
Recording or photographing a video visit results in a minimum 1-year suspension; a second violation is permanent.

Phillips County Detention Center (PCDC) - ICSolutions
The Phillips County Detention Center is an ADC facility that operates on a different phone system from the rest of the state. PCDC uses ICSolutions, not Securus.

Community Correction residents
The Arkansas Division of Community Correction operates residential facilities and work release centers separately from the Division of Correction. The ADC website refers to community correction populations as "residents" rather than "inmates." PART 2 - ARKANSAS COUNTY JAILS (75 counties)
Arkansas has 75 counties, each operating its own jail. County jails contract phone services independently from the ADC. The vendor, rates, and setup process at a county jail are completely separate from the ADC Securus system. A Securus account funded for an ADC state prison will not work at a county jail.
How to find the current vendor for a county jail
Go to the county sheriff's official website and look for pages labeled "Inmate Telephone," "Inmate Services," or "Visitation." The vendor and setup instructions will be listed there. If not found online, call the jail directly. Always verify before setting up an account.

What to do before the first call
For an ADC state prison:
1. Find the inmate's ADC number and current facility at apps.ark.org/inmate_info/index.php
2. Ask the inmate to mail you a Visitation/Telephone Contact Request and Authorization Form
3. Complete the form and submit it (if applicable, ensure your supervising officer submits approval, or wait 60 days post-release if you have a felony conviction)
4. Wait for Warden approval and confirmation that your number has been added
5. Set up a Securus account at securustech.net/phone-services or 1-800-844-6591
6. Fund your AdvanceConnect account (for calls to your specific number) or fund the Inmate Debit account (for calls to any approved number)
7. Wait for the inmate to initiate the call
For an Arkansas county jail:
1. Find the inmate through the county jail's inmate search or the county sheriff's website
2. Identify the current phone vendor from the jail's official website
3. Create an account with that vendor only
4. Add funds

Do county jails use Securus?
