I did not serve my time in California. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about California comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that is already navigating one of the most expensive places to live in the country.
California's cost of living context is the first thing worth naming. Rent in Los Angeles, the Bay Area, San Diego, or Sacramento is among the highest in the country. A one-bedroom apartment in many California cities costs more than a family in Arkansas earns in a month. When income disappears because of incarceration, the math in California gets severe fast -- not because the programs are bad, but because the gap between the cost of surviving and what assistance programs cover is large.
The good news is that California has one of the most comprehensive safety nets in the country. CalFresh (California's SNAP), CalWORKs (TANF), Medi-Cal (Medicaid), LIHEAP, and California-specific utility assistance programs are all more generous than their counterparts in most other states. The question is not whether programs exist -- they do. The question is how quickly you apply for all of them.
The first thing to do
Apply at BenefitsCal.com. This is California's master benefits portal -- one application screens you for CalFresh, CalWORKs, Medi-Cal, and other programs simultaneously. It is available 24 hours a day. Apply immediately, even before you have gathered every document.
Call 211 or visit 211ca.org. California's 211 connects families to local emergency assistance for food, utilities, rent, childcare, and more. It is county-specific and knows what is available in your area beyond the statewide programs.
CalFresh (Food Assistance / SNAP)
California calls SNAP "CalFresh" and makes it significantly easier to access than the federal baseline. California uses Broad-Based Categorical Eligibility at 200% of the federal poverty level -- the highest threshold in the country -- and has eliminated the asset test entirely for most households. There is no savings account or vehicle value limit that would disqualify a California family from CalFresh.
The maximum monthly CalFresh benefit for a family of four in FY2026 is approximately $994. Benefits are loaded monthly on an EBT card accepted at most grocery stores, farmers markets, and major online retailers including Amazon and Walmart.
The incarcerated person is excluded from the household for CalFresh purposes. Apply based on the income of the remaining household members. Benefits are backdated to the application date -- apply the same week the incarceration starts.
If your household is already enrolled in Medi-Cal, CalWORKs, or SSI, you may qualify for CalFresh through categorical eligibility without a separate income test. Ask when you apply.

CalWORKs (TANF Cash Assistance)
California's TANF program is called CalWORKs -- California Work Opportunity and Responsibility to Kids. It provides monthly cash assistance to low-income families with children while requiring participation in welfare-to-work activities. California's CalWORKs benefit levels are significantly higher than southern states and are set by county, so amounts vary. The program is county-administered under statewide policy from CDSS.
Apply through BenefitsCal.com or your county Human Services Agency. CalWORKs and CalFresh applications are typically processed together.
Medi-Cal (Medicaid)
California expanded Medicaid fully under the ACA. Medi-Cal covers adults with income up to approximately 138% of the federal poverty level -- roughly $1,800 per month for a single adult in 2026 -- as well as children, pregnant women, and individuals with disabilities at higher thresholds. California also extended Medi-Cal coverage to all income-eligible adults regardless of immigration status (for those already enrolled before January 1, 2026; new applicants without documentation as of that date may only qualify for restricted coverage).
If your household lost income due to incarceration, check Medi-Cal eligibility for every household member immediately. Apply at BenefitsCal.com or Covered California (coveredca.gov). The same BenefitsCal.com application that covers CalFresh and CalWORKs also screens for Medi-Cal.
Note: Starting January 2027, certain Medi-Cal expansion recipients will be asked to demonstrate work or community engagement during renewals. If you qualify now, apply now and maintain coverage through that window.
LIHEAP and California Utility Assistance
California's energy assistance programs are the most layered in the series and worth understanding in full.
LIHEAP (Home Energy Assistance Program -- HEAP): Administered by the California Department of Community Services and Development (CSD). Income limit: 60% of State Median Income (approximately 200% of the federal poverty level for most households). Benefits are available year-round in California -- there is no seasonal application window to miss. Standard benefits: heating assistance $94 to $1,500; cooling assistance $283 to $932. Crisis assistance (ECIP) up to $1,500 for households facing shutoff or emergency. Weatherization services also available.
Apply at caliheapapply.com (online portal) or find your local CSD-funded service provider by county at csd.ca.gov. Not all areas use the online portal -- some apply through the local community agency.
CARE (California Alternate Rates for Energy): This is a California utility program separate from LIHEAP. If your household qualifies, you receive a **ongoing monthly discount** of 30-35% on your electric bill and 20% on your natural gas bill through your utility company (PG&E, SCE, SDG&E, SoCalGas, and others). This is not a one-time payment -- it is a persistent monthly reduction in your utility bill for as long as you qualify. If your household receives CalFresh, Medi-Cal, CalWORKs, or SSI, you qualify automatically -- no income documentation needed. Apply directly through your utility company. This is one of the most underused programs for California families in financial hardship.
FERA (Family Electric Rate Assistance): For households slightly above the CARE income limit with three or more people. An 18% monthly discount on electric bills. Apply through your utility company.
ECIP (Energy Crisis Intervention Program): Emergency assistance for households facing immediate disconnection. Available year-round. Contact your local CSD provider or call 800-780-9218.
These programs can be stacked: LIHEAP + CARE + ECIP can all apply to the same household at the same time. Combined, qualifying California households often save $1,000 to $2,500 per year on utility costs.
WIC
If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC immediately. California WIC provides monthly food benefits, nutrition education, and breastfeeding support. Apply through your county's WIC program via cdph.ca.gov/wic or call your local WIC office.
The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means to someone on the inside.
I also know what I know now: California is expensive. The rent, the groceries, the childcare, the gas -- all of it costs more in California than in almost any other state. The household you are managing is carrying more expense than households in most of the states in this series, often on one income now instead of two.
Every dollar that goes on commissary is a dollar not available for the household that has to stay solvent. That is not a moral statement. It is math.
Set a commissary amount you can afford without threatening the household. A consistent small amount -- the same number on the same schedule every two weeks -- is more useful to the person inside than irregular large deposits. They can plan around predictability. Say the number. Hold the number. Do not apologize for it.
The household staying solvent through the sentence is the most important thing you can do for both of you.
School meals
If household income dropped, notify your child's school immediately to apply for free or reduced-price meals. Children in CalFresh households often qualify for free school meals automatically -- confirm with the school. Free at 130% of the federal poverty level; reduced-price at 130-185%. No cost to apply.
Housing assistance
In California, Section 8 and public housing waitlists can be years long in most counties. Apply immediately through your local housing authority, even if you do not currently need the assistance. The application starts the clock.
Free HUD-approved housing counseling: hud.gov/housingcounselor. If you are at risk of missing a mortgage payment, call before you miss it.
Credit and debt
Call creditors before the first missed payment. Use the words "financial hardship." California utilities, mortgage servicers, and auto lenders all have hardship programs. Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not use household money to pay their individual debts.

California's safety net is the most comprehensive in this series. CalFresh at 200% FPL with no asset test. Medi-Cal expansion for adults. Year-round LIHEAP. CARE utility discount on top of that. The programs are real, they are accessible, and they can be stacked.

The household has to stay standing through the sentence. In California, where the cost of staying housed is high, that takes every tool available. Use them all.
