If someone you love is locked up in Delaware, there is one address you need to know and several rules you need to follow before you put anything in an envelope. Since April 2024, all non-legal mail to Delaware state prisons goes to a centralized scanning facility in Las Vegas, Nevada - not to the prison. Each facility has its own code at that PO Box. Get the code wrong, skip the SBI number, or use the wrong envelope color, and the mail may not be delivered.
Delaware runs a unified correctional system. All sentenced adults are held by the Delaware Department of Correction (DOC). There are no separate county prisons. This article covers Delaware DOC facilities. Community corrections facilities have different mailing addresses and are addressed separately below.
The centralized mail scanning system
Effective April 15, 2024, all non-legal incoming mail to Delaware state prison facilities is processed through a centralized mail scanning facility operated by Pigeonly Corrections. Mail is sent to a Las Vegas PO Box, opened there, scanned into a digital color copy, and the copy is printed and delivered to the prison. Originals are temporarily stored and then destroyed. Originals are not returned to the sender.
James T. Vaughn Correctional Center began this process earlier, on April 4, 2022.

The SBI number is the State Bureau of Identification number assigned to each inmate. If you do not know the SBI number, you may substitute the date of birth. Find the inmate's current facility and SBI number using the Delaware DOC Inmate Locator at doc.delaware.gov/views/inmate_locator.blade.shtml.
Legal and pre-approved mail to state prisons
Legal mail - correspondence between an inmate and their attorney - continues to go directly to the prison facility, not to the Las Vegas address. Use the facility's physical address for all legal mail.

Envelope and mail requirements
White envelopes only - the exception is legal mail.
Envelope size: maximum 4 inches by 9.5 inches for regular envelopes. Greeting card envelopes: maximum 5 inches by 7 inches.
Paper size: letters must be on paper no larger than standard 8.5 by 11 inches.
Greeting cards: commercially produced only, standard card stock paper. No battery-operated cards, no non-standard paper, no embellishments (no rhinestones, stickers, or glued-on items), no multi-fold cards. Maximum size 5 by 7 inches.
Prohibited on paper or envelopes: crayon, highlighter, or other marker on the paper; glitter; lipstick marks; unusual stains; body fluids; perfumes; oils; or other foreign or unknown substances.
Do not mail to inmates: packages, pornography, cash, stamps, tobacco, or illegal substances.
Sending photos
Photos are accepted through the mail, subject to the following rules:
Photos must be between 4 inches by 6 inches and 8.5 inches by 11 inches.
Maximum of 10 photos per envelope.
No Polaroid photos.
No explicit content.
Photos are scanned at the Las Vegas processing center along with the rest of the mail. The digital copy is delivered to the inmate; the original is destroyed. Do not send original photos you want returned.
Publications - magazines and books
The Delaware DOC mail scanning policy focuses on correspondence. For publications, check with the specific facility for current rules on books and magazines, as these are governed separately and may go directly to the facility. Do not include publications in the Las Vegas scanning envelope - that address is for correspondence only.
Legal mail and privileged correspondence
Legal mail from attorneys goes directly to the facility's physical address listed above, not to Las Vegas. Mark envelopes clearly as legal mail. Legal mail is opened in the inmate's presence.
Community corrections facilities
Community corrections facilities in Delaware receive mail directly - they are not part of the Las Vegas scanning system. Use the facility address for each:

Deposits to Delaware DOC inmate accounts are handled through ViaPath/GTL. Three methods:
Kiosk - in person at the gatehouse or main entrance of each facility.
Online - at web.connectnetwork.com.
Mail - money order using the Delaware DOC deposit slip form (available at web.connectnetwork.com). Do NOT mail money orders directly to the facility. Do NOT mail money orders via Pigeonly. Mail money orders to ViaPath/GTL using the deposit slip form only.
These facilities do not accept money orders in person during visitation: Baylor Women's Correctional Institution (BWCI), Howard R. Young Correctional Institution (HRYCI), and James T. Vaughn Correctional Center (JTVCC).
Personal checks are not accepted. Do not send cash by mail.
